redevelopment. i should note that san francisco is unique in its ability to convert from a redevelopment model to an ifb model. they get more of a share of the property tax than other cities. most cities only get about 10% or 20% of that. it is not as easy of a transfer from redevelopment. it reduces project funding. by about $130 million. we believe that there are 6 costs that we cannot change. there are $15 million in payments and participation. we need to replace all of the utilities. we need to stabilize the island. we need to compact the soil. there are areas where we can make up for that. the most notable being the transportation community facilities. we'd like to make a recommendation. how we make up for the difference. we also talked about other options. we are asking policymakers to consider. we are having numerous discussions. we are meeting privately with interest groups to get their response and reaction to the proposals on the table. after much thought and looking at how the deal is structured and how it works, our recommendation is to make a reduction in the affordable housing componen

so, the san francisco redevelopment agency is before with you with a request for authorization of tax incement for $6,1,500 for the use of bayview hunters buoyant. for contract administration for the arelious walker stairway improvement project as well as construction bid management and project closeout for this city-owned public right of way. and on the projecter you have a map of where it's located. it's adjacent to india basin, it's within the bayview hunters point project area. so it's a 150-foot stairway and it's currently in disrepair and there's tripping hazards, there's been erosion and there's also vegetation overgrowth. in 2009 the agency applied for a grant to improve this stairway through the san francisco county transportation authority in the amount of $1.1 million and we received that award and transferred it to the e.p.w. for implementation. we also worked with e.p.w. on the full cost of the project which resulted in the additional cost needed to complete this project for $61,500. the proposed project seeks to improve the blighted conditions by with installing new hand

but just a couple of things -- i am fred blackwell from the san francisco redevelopment agency. we are not a general fund department. we are funded through a mechanism called tax increment financing, which basically means in redevelopment project areas, with give the intrigue -- we give the increases and property tax developments and put that money back into its product development areas. our product areas in district 10 are bayview hunters point, and the hunters point shipyard, basically. our biggest budget question this year -- if you have not been reading the newspaper -- is whether or not we will be around. the governor, as part of his budget in january, proposed the elimination of redevelopment agencies statewide. the current status right now in sacramento is that the governor does not have the 2/3 votes needed to actually move that proposal forward. there is rumor that the proposal may be redrafted in a way that will allow him to pursue a majority vote in the legislature. it is not clear as to whether or not the majority is there to eliminate redevelopment. that all being
