i'm sandra smith. thank you for joining us. we have fox news coverage. mike emanuel is on capitol hill with breaking news on healthcare. we begin with brett baier. what did you think about what you just heard coming out of the rose garden at the white house? >> i think the main message was on puerto rico, to say we hear you and we are going to be and continue to be providing supplies and material and also experts on the ground to help with the recovery. he cited the governor of puerto rico phrasing the interaction with fema and reiterated that he, president trump, is going to puerto rico and the u.s. virgin islands on tuesday. i think that is to cut off some of the early criticism that they have seen. remember, there's a large obviously puerto rico populations in new york, in florida. some of those lawmakers expressing concern about the situation on the ground and wondering whether he was preoccupied with the nfl and the kneeling that he has commented on twitter so much about. he was asked about that.

hello everyone, i am sandra smith. we have coverages afternoon. near tampa, chief meteorologist is here tracking that. we begin with peter doocy on the record-setting floods in jacksonville, florida. peter, what are you seen? >> sandra, we are seeing the water 30 minutes after the high tide on the st. johns river and downtown jacksonville begin to recede. it was much deeper about an hour ago, hour and a half ago. unfortunately now, that has gone down you can see the businesses here, a broker, restaurant, a marketing agency. it looks like they got a little bit of water damage. not anything compared to the horrible 10-foot harvey damage in texas, at least not what we can see here, but the water is starting to recede. leaving behind a lot of debris come the lights are out in this entire area. including the traffic lights, which is part of the reason why officials want everybody to stay home unless they absolutely have to leave and just because the water is going down, does not mean that businesses can pop right back open, because it is down here, two

i'm sandra smith. the river cresting just a short time ago, well above record levels. flooding hundreds of square miles southwest of houston. this as some officials begin turning their attention from rescue to recovery. helicopters previously used to airlift people from the flood now being deployed to bring in vital food and supplies. we have fox team coverage on all of this. matt is standing by in wartton, texas, but we start first with peter ducey. peter, the footage was unbelievable that you brought us earlier of refineries affected by all this, but absence of people stuck with all of us the most. >> we just got back from the blackhawk flight over the beaumont and port arthur areas. in port arthur especially there's very, very high water and little activity. the place has been completely deserted. entire neighborhoods still blocked. cars are either submerged on the street or abandoned on the side of the road. the way that the major thoroughfares appear to be blocked it would be hard to launch a boat to get home, so people can't get home. at the refinery at port arth
