arthur freedman, outside counsel for the city of sausalito. thank you for your time addressing this. this is a matter of great importance to the city of sausalito. i'm here with adam pawlitser, and others would be here but have a conflicting city council hearing. this matter is great importance to sausalito because the currently proposed fort baker ferry service from pier 31.5, to fort baker, would cause significant environmental impacts in sausalito and the region, unless we make some modest modifications that we have proposed. and we recognize that there are numerous public benefits to the project and for that reason, sausalito has taken great length and expense to focus -- i would like to talk to you about three mainrns conce and our suggestions today. first, based on publications in the national park service, it seems quite reseeable that at some time arriving passengers at fort baker are going to be greeted by connecting shuttle service, taking passengers to other m.p.s. sites, such as muir woods. and we support that. the only concern is

so they of sausalito, there are expansion services to rosie the riveter in richmond and in sausalito. it's a small number, compared to alcatraz, but the idea is to bring people to other park service locations when they can't get a ticket to alcatraz. we always hear complaints from the public that they can't get to alcatraz. the city of sausalito is concerned. they have concerns about how traffic will move as a result of the passengers coming in, how bike parking will work, things of that nature. park service has been working with them and meeting monthly and going into an agreement with them that they will work together to endeavor to resolve the issues at the park service at this point doesn't have funding for the improvements at fort baker. it's an optional expansion. so there is much analysis to do. it's not right yet to make decisions about how traffic and passengers move because there is so much more analysis ahead for park service in sausalito to make the determinations about how to best manage traffic flow and bikes. >> is it within the purview of our lease? >> i don't think so

and that i wanted to echo a statement about the city of sausalito. i think our resolution noticed and saw this moving forward. we are not a reasonable transportation authority. that is not our role. while we can work with you collaboratively, which i feel this amendment does, i think it's a larger issue. it needs to be taken up with the appropriate bodies and authorities that look at reasonable transportation for the whole region in the bay area. it is outside of our scope. i think our staff is doing the best they can to note it and move forward. i'm happy with the progress and with the community supports. i see myself too in a place where i can move forward and be supportive of this project. >> thank you. >> i will support the item and put together -- but i want to be vocally clear that i support competitive bidding in the widest sense that we could. the board of supervisors gave an exemption to competitive bidding for this project, particularly the park cruises. in a perfect world, i think it should be put out to bid. i went back, and i looked at t
