inauguration ceremonies for california governor, jerry brown,, and florida governor, rick scott. later, congress debate on keystone pipeline. this week california governor jerry brown was sworn into office becoming the first governor to serve four terms in the state. he became the 39th governor in november 2010. prior to that, he served as governor from 1975 to 1983. this inaugural ceremony in sacramento begins with introductions from state legislators and governor brown's wife. this is 40 minutes.
