tech sf and sf city. this is a marriage made in heaven and will continue to create more jobs in san francisco especially after we pass proposition e, which will also create more jobs in san francisco. i want to recognize the companies who have already signed up to do this matching process, to create jobs, and place them for san francisco residents. some of the companies that have already signed up in tech include auto desk, cbs interactive. deloit at or about. jawbone, ja goil. linkedin. julia, tril -- zeus and swrenga and there are representatives of those companies here and i want to give them a round of applause. mayor lee, distinguished guest of ad, sf city, sf partners it's a real honor to be here to speak to you today and my work experience and path. i was originally born in elvaldoor and my mom brought me here at ten. after graduating high school i wasn't sure what career path to take even though i really like media and technology i didn't know there was a career path for it. everybody kept on telling me you should be a doctor, a lawyer because that's where the money is. the usual thing that parents say. it seemed to me you really have to be very lucky and hard working like a steven speilburg or end up video taping weddings which i have done and there is nothing wrong with. so in community college i finally decided to take a video production course which lead me to pursue a degree in broadcasting and i just dove in. my first semester at san francisco state i realized i would need some real world experience, and so i applied and was accepted into the internship at bay cat and i never left so i am still there. i learned so much there, not just the technical skills, but also soft skills needed

itself that could approach the sf puc on many occasions the sf puc wasn't thinking outside of the box on this to put it politely, and we need someone, and i think we will need someone well versed in local distributive generation, the dynamics of financing clean energy and clean energy over the next year so we can take the build out work that is looking promising and realizing for reasons for saving the planet and economics that we must do this local build out. it's not really something that we can debate. we need -- so whatever you do with these positions we would hope that you still end up with two positions and one position could be carefully dedicated to somebody with a lot of expertise on local distributive renewable and generation and efficiency so they can help us dive in with sf puc and make sure we're getting the sf puc hour enterprise to push the envelope on this issue and crucial to the planet, crucial to jobs. you have heard us say that many times and i would concur with freeing up the executive officer. i think we saw when mr. fried was doing good and important work on ran

. >> item four is general update on the cleanpower sf. item five is discussion on the san francisco public utilities commission and for the education plans for the choice aggregation and cleanpower sf program. >> okay. very good. colleagues it's a really as president torres as said it's a momentous occasion, historic occasion we had. we improved our relationship with shell and the allocation for the cleanpower sf and we're looking how the power can be maximized in the next year as we in fact the process of enrollment. i've actually believe that the timing of this could not be anymore -- anymore important to do today because of our global climate change that is happening, and i believe that we're seeing -- actually on the way here today i was listening to the radio. there was a report on democracy now that a portion of our artic ice about the size of the united states of america had melted this year which is significant to really alter what the temperature of the ocean is and we're seeing what really the impact of -- every year we're seein

the last couple years is guided by our climate change ordinances and our plan to be updated and the sf puc plan and the city set forth aggressive greenhouse gas reduction targets. san francisco emissions come from a variety of sources, but electricity is about 25% of that, so it's one of the largest areas for reduction in the city. san francisco's electricity supply is actually quite clean to the national average. we are 41% renewable if you include hydro electric power and hetch hetchy and pg&e hydro generation, but the goal as set out by mayor newsom is to become 100% renewable and we have a task force comprised of leaders and community and stakeholders, environmental ngo's and the local utilities and relevant city departments. the task force met for 18 months monthly to discuss issues with renewable energy development for the city and the was to do this goal within 10 years so we looked at barriers and technical opportunities, financial aspects and of course public education and awareness, and ultimately outlined recommendations around three areas, energy efficiency and utility gene

after the program is launched if you then decide -- oh i got my first cleanpower sf bill. i don't want to be part of this program. we are still as the city saying there is no charge to depart from the program at that point. pg&e doesn't have a fee to exit the program during that portion of the time either. >> they don't have a fee that charge it's. >> the fee that we do include and maybe what you're referring to is the cost responsibility surcharge where if a customer leaves pg&e's bundedel service and comes to a cca pg&e will take a portion of the fees they used to charge that customer and those fees will follow the customer so the bill premiums that i am showing here include that as part of the premium so this is all in image of how your bill changes even though it's something we're not charging and pg&e is charging and they joined the program we're including in the numbers so it's transparent to customers. >> and that fee is reflected in every monthly bill? >> yes. it's on a separate item from pg&e on the cleanpower sf portion of the bill and there is a separate page th

there's findings that have shaped our cleanpower sf program offering and that is that san franciscans will pay a premium for a premium product, that 100% renewable product. we have a geographic understanding of the customers most interested in cleanpower sf and those are the customers we propose to focus on in the first phase as we roll the program out and we are anticipating there is sufficient interest in those areas to offer about a 20 to 30 mega watt program here in san francisco. this map shows you the interest or the propensity to stay with the program as we roll it out. with the darker green showing the most interested, most likely to stay customer locations, so you can see it's fairly concentrated, and a broad enough area to encompass about 20 to 30-megawatts of san francisco load, so that's really our first target audience , so within the fourth quarter we have this input to this point and looking for endorsement and your comfort level with the plan that is detailed in your packet, and then i will go through. a key part of our program is to make sure that customers understand

move forward with the energy policy and planning and with the electricity plan that we have from the sf puc that has been adopted by resolution i believe and it's a support document moving forward and provides background on the energy sector so it's a nice document to go back to for fact checking and data. >> i appreciate the thoroughness of the report. i do think it would be helpful to see a greater emphasis on clean power sf and i don't know how exactly we go about making that point, but i would certainly like to see more emphasis given to that because i just don't see how you can achieve all the objectives without fully implemented and robust community aggregation piece so i would like to see some of that. i don't know if you mr. freed have any idea bs that. >> yes. jason fried i was a member and they determined i was staff and should be on the advisory side and not the committee side and to address what commissioner olague said at every meeting -- at some point during the meeting i said "we could achieve that if we had a cca program in the city" and in earlier drafts were it was con

i want to thank hope sf and all of the partners that we created. you know i was here when the planning grant was given to alice griffin and it wasn't just the celebration of the grant. we went to work. we went to work with the residents, the neighbors. we went to work with our supervisor and i know ms. cohen is out of breath and knows how important this is for her constituents and this district, but most importantly we knew if we didn't just talk the talk, that if we actually took the residents with us, and took all of the talent that we had in the city from the housing authority to our mayor's office of housing, to the redevelopment people, to the private developers, to the staff that has been so diligent, to the private nonprofit sector. the in incredible community based organizations and the bay view y and all these wonderful people that have been struggling for years saying "can we get some help? can we get some love in the town? can we do something that will get us all together? and we can all these nonprofits and bridge and mercy and coming t

i am hoping cleanpower sf isn't this interesting idea that creeped up and disappeared because of all the misinformation and whatever that certain interests will probably have in seeing this sort of plan not succeed, so again when i was 16 my first venture into politics was through this group called "people for safe energy" in fresno and i was 17 and our first venture was to go to the power plant and protest the fact they wanted to have a nuclear power plant sitting next to an earthquake fault. in japan i think the conversation around nuclear power is shifting again and there are challenges to it and this is not new. this conversation has been around forever and that is pg&e and nuclear power and all of that and here we are in 2012 still having the conversation, so i mean i wouldn't under estimate again the type of opposition, however subtle or not, that this program is going to have to conwith. that's why it's critical how we accurately inform people in the city around the value of this program. >> thank you commissioner olague. president carter also wore a button down sweater when h

i have been on the public utilities commission for four years plus and i know this cleanpower sf issue -- i think it's been eight years, nine years in the coming, and when i came on there was really this sort of sense that the puc wasn't stepping up, that the city didn't care that we weren't moving quickly enough and he we are at this opportunity to really move things forward. i think it's really remarkable and i think we all now recognize with hurricane sandy, with the inclement weather and the winter we're having now that climate change and renewable power and local energy provision is paramount and we need to main ain and amplify that commitment as a city. i also continue to have my eye on the prize of the local build out and the promise of that because i think not only is the job opportunity great, and all kinds of implications around work force training and at the local level and diversify that source and needs to be local and hurricane sandy has shown us that. that if there were nor localized power 4,000 people wouldn't be out of power right now so i am supportive of moving forwa

can say what your typical bill is like today and what it would like if you stay with the cleanpower sf program. >> it's deeper than the cost. some people see the value and investing in a sustainable future. >> right, and so talking about the product. >> and this is put on. look you will see the increases in your bills and then people might be inclined to opt out if they're not reminded of the value behind the clean sf program. >> i understand and i take your guidance. thank you. >> we have -- go ahead. >> thank you. one of the issues reading throughthe material was the issue -- it's really an issue of auditing and that is who will determine the pass through cost that pg&e shifts to its shareholders versus to the rate payers? is that a function of the state agency or do we have independent jurisdiction over that process? >> we don't have independent jurisdiction. it's within the purview of the california public utilities commission. our role really is only as an active party there to try and influence their decision. >> so we wouldn't procure the services and audit and whether pg&e is f

school activities, that gives them that access, and our partnership with sf jazz has enabled us to bring world class musicians to a group of youths who are sophisticated and smart but haven't had the opportunity and haven't had arts education. it's been very powerful to see youth who haven't played instruments to be playing instruments and to be working in musical production and visual labs, and we've been working with sf jazz before the building has been built, once the building is built, our students will be able to go on saturdays to the music production lab, both sf jazz is coming out to the neighborhood and enabling our youth to come downtown to use the resources of the city that they have not had access to, so we are huge supporters and lovers of sf jazz. >> good evening, commissioners, thanks for an opportunity to speak this evening, i'm jennifer no r-r is, i'm the director of the war memorial, sf jazz has been our tenant in the symphony hall for many years now and they've been a great tenant, it would be sadder to see them move down the street where we were not closing the herb's

have clarity what the not to exceed rate, what the affordability bar is for launching that cleanpower sf and that takes us through march. >> has there been a lot of thought about actually trying to get closer to an actual rate rather than a not to exceed rate and outreach? what is the thought about creating the outreach plan? >> yeah, so the actual rate will be adopted probably in about the august time frame and the way -- well, the factors that play that are causing us to take this approach under our shell master agreement -- once that is signed then shell is able to present to us a portfolio of resources and a price that they are willing to commit to for the four and a half years. that's going to be the price that actually sets the actual rate. in order to have that firm commitment they need to make a quick turn around decision with us. they will survey the market. they will look at the resources at hand. they will make a price commitment. we will need to say yes we will take it in a fairly short turnover time, like 48 hours, and so that allows us to know the -- the not to exceed rate

with the code of kukd and the script and how we talk about the cleanpower sf and the pg&e offering and i don't know if that is sort of -- you talked about that internally i imagine but i think that would be a very important part of the roll out plan and the outreach plan is when that pg&e offering does come online how it will be talked about to the tar communities and the other groups that we will bring in down the road and i wanted to highlight that. i think that's important piece of the outreach program is how -- while staying within the bounds of the code of conduct -- >> right. >> how do we that and the 100% renewable and the 20% offering and really shows this is about a clean energy future. >> right and we will have the challenge of holding a potential customer's attention long enough to explain the differences as well and to educate on those nuances of renewable energy credit versus bundleeled kilowatt hours and it's complex and i don't know how long they will colerate -- tolerate us on the porch talking but that is a key part and the education component in order to survey them a
