let's go right now to cnn's shimon prokupecz for the latest. g on uvalde school police chief pete arredondo. >> yeah, so, don, we have learned that there were discussions through the day about how to proceed, in terms of firing pete arredondo. a decision has been made that they don't want to keep. him. they know they have a problem at the school board. they understand that it's time to let him go. there is a process now underway for that to happen. it's going to take a few days, i'm told that there's going to be a school board hearing and we should see a notice here tomorrow that there will be a school board hearing on saturday. and that's when the decision will ultimately be made. he has a few days, to decide whether he ultimately wants to resign before saturday. but by all accounts, from everything our team here on the ground is told, that it is expected he will not be the school police chief for much longer, don. >> but he could resign. no indication of that -- before that saturday meeting? >> there is no indication, that's right. as of now,

shimon prokupecz is with us. eo, shimon. >> yeah, disturbing to know that what's on the other side of the wall where these officers are standing in the hallways literally standing around doing nothing, anderson, for more than an hour, trying to figure out what they're going to do, and they wind up standing around for so long, they do nothing. it is a very disturbing portrayal of what was going on in the hallway. the families certainly are extremely upset, anderson, over how this came out, the leak. they were expecting this to come out at some point. that they were going to be able to view this in an organized fashion, but i think off the top, it's important to know how upset the family members are over this video and what it shows is certainly so disturbing because you see the officers in the hallway, you see them run towards the gunfire, but then do everything against their training. they retreat. they move back away from the gunman, and then we know, anderson, what happens after that. take a look at some of that

cnn's shimon prokupecz and rosa flores joining us from uvalde. shimon, you've obtained the report and read it. tell us what you've learned. >> reporter: the lackadaisical response, they talk about how there was no command, no control, no leadership essentially on the scene of the shooting. it was just truly chaos, every officer doing their own thing. we're also learning what the police chief, the school police chief, pete arredondo, told the committee. he appeared before the committee. he explained his thinking. he said at one point he didn't believe there were any kids inside the score because it was awards day. what he said was he looked at an adjacent room, room 110, and when he went in there, there was no one in there, and it made himly were no babies as he said inside the room. of course, we know that was not the case. he also describes how initially his thinking was that this was an active shooter situation, but then what happens is he starts to believe that the subject, the gunman, is barricaded, and that in order to rescue the other kids t

we ain't going nowhere. >> joining us from texas is shim sh shimon prokupecz.ay be removed? >> reporter: that process is under way. i'm told by school officials they want him terminated. they want him gone. they listened to those parents in that meeting. i was there. it was incredible to watch. it was the first time -- we heard them sort of demand accountability. it was the first time where you felt that they had confidence, they were coming together as one to ask for accountability. that was the biggest thing that they wanted. they wanted pete arredondo fired. they want him gone. now it looks like that process is under way. school officials listening to those parents. i'm told that they do -- the school wants him terminated. there's a process now. it's under way. the one thing is that he could -- he could resign before ultimately that decision is made. he is under contract. there's other things going on here. we wait to see what happens in the next few days. >> you repeatedly tried to talk to chief arredondo to get very basic questions. you caught up with him

cnn crime and justice correspondent shimon prokupecz is in uvalde with more, so what exactly does thes report? >> reporter: well, he says the way this report has it laid out, that a uvalde police officer had the gunman in his sights, sited him with his rifle and had the ability to take the gunman out is not accurate, saying the report, as you said, is not complete. he's taking issue in this line in this report saying this officer who could have taken the gunman out before he went into the school, you know, every day we cover this story there's something new that comes out, and for these families, this is what is so frustrating. they still have not gotten briefings from investigators about what happened at the school. but yet there are reports out there now, there's testimony from officials, and so this is what we talked to them about yesterday. i sat with almost 50 different family members yesterday, and this was one of the key things they were frustrated with. take a listen to some of what they said. >> just because of all the lies, the deceitfulness from the beginning, it was just l

cnn's shimon prokupecz is here, with charles ramsey, law enforcement analyst. h for being here. shimon, we are hearing from the community tonight, a lot of them angry about this video being released. what does it show? >> well it is certainly disturbing, as you said don. you see the officers as they walk into the school, just retreat. there are shots, gunshots that are fired at the officers, by the gunman. and within moments, within minutes of those gunshots being fired. they start to pull back. and as you said, the community here today, very upset over this. angry over the way this video came out. this leak. they were expecting to see it on sunday. and the families were all going to gather together. and now, the first time they are seeing this is in this league that was given to the local newspaper. as you said, don. this video is disturbing, and certainly difficult to watch. shimon prokupecz has the latest information for us. what are you learning about this new report?porter: certainly, wolf, this is a missed opportunity here in this new report indicating that police had an opportunity. this report refers to a uvalde police officer who was responding to the scene. they believe had an opportunity to take the gunman out and what they write in this report is that they say the officer armed with a rifle that this officer asked his supervisor for permission to shoot the suspect, however, the supervisor either did not hear or responded too late and that the officer turned to get confirmation from the supervisor and when he turned back to address the suspect, he had entered the west hallway unabated. obviously we know what happened after that. and what this report says is that this officer clearly did not need permission. he saw someone entering the streets, he saw a person on the street entering the school with a rifle. he had legal authority to shoot this person and he didn't. obviously this all goes to this whole bigger story about how they were missed

let's bring in shimon prokupecz. you're on the scene. what does the mayor say happened?rter: all because yesterday there was a report put out that indicated that a uvalde police officer had the gunman in sight with his rifle, could have taken him out, but he had asked a supervisor for permission. by the time the supervisor got back to the police officer, the gunman had entered the school. the mayor today sort of conducted his own investigation, it appears, and found out that's actually not the case. he's saying that's not accurate, that the person in sight of this police officer was actually a school coach with some children. it wasn't even the gunman, but again, this goes to the overall kind of fight over information, the inaccuracy, the different stories we keep getting from officials here. the mayor is -- off, because he feels a lot of it is one-sided. he put out the statement saying this latest information is not accurate. this is all an issue that is for the families. they are certainly very upset over how the information is coming out. they're also upset because th

shimon prokupecz, we appreciate your reporting as always. i want to bring in senior law enforcement analyst and former fb deputy director andrew mccabe now. what is your reaction? >> ryan, i have been to a lot of crisis scenes and situations. none are pretty. it is always confusing and chaotic and stressful but this one stands out because of the complete and total lack of leadership. as you watch the video that we first saw last friday and now you add this to it, in all of these scenes it is impossible to identify one officer, one leader who seems to be in charge who's clearly executing leadership, coordinating communications, consol dating the intelligence about what's happening inside the room. critical functions to run a crisis scene are just missing and that's the thing that really jumps out to me watching the heartbreaking videos. >> obviously i don't have a law enforcement background. maybe there's part that understands that in a situation where you have an individual with a weapon that has a lot of ammunition in it and in a room with

these developments, joining me now cnn correspondent and former supervisor josh campbell and shimon prokupeczde where a school board meeting is about to begin. shimon, you've been covering this story from the very start. what stands out to you from that body camera video? >> well, one of the things certainly, wolf, obviously we've talked a lot about the confusion. some of the actions that were going on outside of the school versus what was going on inside and it seems that none of the officers who were outside the school and certainly a lot of the officers inside the school had any clue what was going on. no one was working together. i managed to look through most of the video today, and i was just struck by how many officers were thinking independently, working on their own and not really working together as one team. all of the officers there. all of the different agencies, and how so many officers didn't know certain things that other officers do. there may have been an officer on the west side of the hall and they didn't know what the officer on the south side of the school knew. there wa

shimon prokupecz explains. >> reporter: i'm certainly noticing a difference between the families, they are kind of finding their voice. they are starting to really speak out, they are starting to organize, they are starting to voice their opinions, their unhappiness, they want accountability, they want chief peter arredondo fired. he is the school police chief. he's been onned a menstruate difference leave. but the central theme here tonight, we want him fired. i've been to other meetings here with the parents, this is a school board meeting, they usually don't speak out as much. but the difference is noticeable. and i think it is this report that came out, listing all of the problems, some of the deficiencies in the school security and some of the failures on the part of the school. and i really do think seeing images now from inside the school, the body camera footage that we obtained and that the mayor ultimately released as well as the other images from inside the school, they are starting to get information. they are starting to see things and they are starting to become angrier a

cnn's shimon prokupecz spoke to some of them. he joins us now.it is still hard to hear. >> reporter: it is very hard to hear. but, john, the thing that is frustrating them so much, it is the way the information is coming out, authorities here are not even giving them any kind of meetings, direct meetings with the investigators. they're not giving them a heads up that these reports are coming out. so the families are very frustrated, they're upset, they're angry. we spoke to the father of a little girl, jackie casarez, we spoke to the sister of the teacher irma garcia, her son who has spoken for first time and also her brother, irma garcia's brother, who happens to be a police officer, and, of course, their anger and frustration over the fact that police could not go in is just something that continues to fuel their anger. >> just because of all the lies, the deceitfulness from the begin i ing, it was just like putting salt on an open wound. just really hard because there's just so much suffering. and it is hard to grieve when there's no closure.

sh shimon prokupecz has the latest. >> all of this coming on the heels of that contentious and certainlychool board meeting last night in uvalde where parents really for the first time, together, at a school board meeting, went after the school board, insisting that pete arredondo, the school police chief who's been accused of essentially being the on scene commander and doing nothing and not taking the leadership role. that body came footage has come out showing police confused, lacking any kind of instruction and leadership. as a result of that all that and of the fact that investigators say that arredondo was the on scene commander, the family members are demanding that the school board fire him. that the superintendent fire him. listen to what some of the familid st night. >> if he's not fired by noon tomorrow, then i want your resignation and every single one of you board members because y'all do not give a damn about our children or us. >> the current staff is incompetent and liable for the already massive failures. you need to clean house. you need to start from zero. >> what are

rosa flores, shimon prokupecz, thank you. we'll return to you as you get more information, more reaction from family members there in uvalde. >>> with us now former deputy director of the fbi andrew mccabe and a former assistant secretary of the department of homeland security and a professor at harvard university, good to see both of you. your reaction to this report. does it shed more light? does it make you more curious? what are your thoughts? >> well, the report is incredibly damning and it is in ways i think were largely predictable at least by those of us who spent a lot of time tracking the reporting coming out of uvalde and examining the video footage we were able to really go through last friday. and basically it breaks down the criticism ainto three buckets. they called the school out for what they referred to as a kind of lackadaisical attitude to school safety, citing such things as the fence not being high enough to keep people off the property, the doors weren't routinely locked though there was a policy requir

all these are split second decisions, shimon prokupecz joins us from san antonio. what other headlines stood out to you from this report? >> reporter: just the utter chaos going on at the scene that day and how there was really no one, no one in charge. there is different levels of command, outside, inside, people need to take leadership roles and the leadership role can be just the first officer on the scene, and that did not happen. and also the other thing is they talk about momentum, we talked aya lot about this, the first few minutes when the gunman arrived on scene, the missed opportunities there, when they could have possibly killed the gunman, the officers were still trying to figure out what to do, allowing the gunman inside the school and then, of course, we know what happened after that. the report speaks about that officer that was a uvalde police officer, arriving on scene, who had a sight, he had through his rifle he could see the gunman and could have, could have fired at the gunman and here's what the report says, it says that the officer armed with

that's according to the incredible sources that my colleague shimon prokupecz has. ndo they plan to meet saturday to determine his fate and further, that the board plans to vote to terminate him. this according to shimon's sources. i reached out to arredondo's attorney. i have not heard back. >> parents are asking for apparena accoun accountability. the state agency tasked with disciplining police officers in texas says it doesn't have the authority to do so in this case. how come? >> reporter: you know, the description of the authority that they have is, quote, toothless. let me take you through this. in the state of texas, the agency regulates law enforcement and you and i both have seen that surveillance video, the bodycam video. i think it begs the question, should these police officers keep their badges. that's why i reached out and asked that question. will these findings be used to discipline officers? the response i got was that they don't really have the power to do anything based on these findings, based on this video. i did a little more digging. turns out
