let's get the latest to wisconsin's recall e elections and go to david shuster, current tv's correspondent on the ground. david you have been there. what is the sense of what you pick up? how do we understand the numbers that will come in tonight? >> well voters activists and organizers, a heavy turnout on both sides. various sides of the day find comment particularly on the democratic side. a lot of people here in madison -- this is a very strong county for democrats and for barrett. a lot of people excited saying this is the day where they can finally, say wisconsin is not for sale. there were a number of festival-like music jams, a lot of impromptu organizations with union organizers and folks singing song because the weather has been spectacular. that may be another reason why people are saying, i am going to take the time to go to the polls. >> in perspectstiff, everything i have been hearing is you have two bench marks, the votes cast in 2008 when president obama won by a surprising 14 points or does it surpass 2010 when the turnout was a bit lower but substantial when scott walker w

we are going to go to the man on the ground david shuster, man on the ground. welcome back inside the war room. >> good to be here. thank you. >>. >> we are hearing about potential turnout. what's the scene on the ground. >> indications of a strong turn out but for tom barrett, he has cleared the first couple of hurdles. >> here in dane county the strongest for him in the state, you have 150,000 votes here in madison, dane county back in 2010. apparently by 5:00 o'clock local time, three hours before the polls closed they had already exceeded the total vote total for 2010. so in other words, everything in the final three hours, that is gravy for tom barrett. secondly, lots of indications that incredibly heavy turnout in milwaukee county. milwaukee county is going to be the last to report tonight, largest county in the state. again, that's another tom barrett stronghold. there was such a heavy turnout that they were running out of forms, running out of ballots and in several locations, they had to essentially have voters cast provisional ballots that will be cou

let's go to david shuster in wisconsin. now that you have shown up, what did you find there?t's going on? i am hearing about these huge voter turnouts. any since of how you get a sense of that on the ground? >> yeah. absolutely. you get a lot of information from both cam pages. the one thing they agree on is the turnout was heavy from both sides. the democrats are pleased the numbers they were rolling up in their districts but also fearful of the numbers they were seeing from republicans. republicans are pleased with what they were seeing in their strongholds but acknowledged the democratic strongholds were doing well in addition. the key is going to be of course, milwaukee county. >> that's where tom barrett needs to roll up the numbers in a very big way tonight. keep in mind the drama is only going to build because milwaukee counties are the last votes to come in. when the polls close 2 hours from now and the numbers start circling in, you are going to see walker with a strong advantage. the question is at the end of the night, can barrett close that night and swing it thro

shuster: i thank the speaker and thank the chairman for yielding me time. first want to thank the chairman, chairman mica, and chairman duncan for their hard work in producing what i believe is a very solid bill that has historic reforms in it. the chairman negotiated -- was a tight negotiator and came away with something we can all be proud of. we need to act on this bill. if we don't act, if we fail to act, the trust fund will be default. we'd have to figure out a way to bail it out, here we are with a two-year bill that's fully funded and has some significant reforms on. those reforms include first of all, it's a two-year bill which will put certainty out there to the states and the people -- the companies that hire people and build roads and highways and supply them with the product that they need. that's extremely important. second, it consolidates nearly 2/3 of the programs which is important in reducing red tape. and the streamlining project deliverry. that is significant. we believe it can reduce the amount of time to build a significant highway pro
