starts to happen even in the really gradual way in the states like kentucky or maryland it's going to send a message to southerners that number slave states are coming, you're doomed you should give up. this is more or less the idea about trying to get abolition or excuse me gradual emancipation started in the border states. lincoln in a message to congress in march 1862 talks about the federal government being willing to give financial support to any state who will voluntarily start gradual emancipation and talked funding for colonization that is deportation of slaves emancipated under a policy of gradual emancipation . he also in 1861 started on a plan for emancipation gradual emancipation and delaware that would get through the delaware legislature. he had allies and delaware politics but was ultimately not able to get that through. he also very famously in 1862 called border state congressman together at the white house and made a speech where he told them you need to get on board with gradual emancipation and control the process yourself. if you control the process yourself, you can control how quickly it hap
