southern counties. overall about 15percent of the state is abnormally dry. in july it was zero. now to the keystone state, pennsylvania's vital apple is picked. it looks like growers have had a great season. according to nass, 96-percent is rated good to excellent. and taking a look at the crop moisture you can see the dry areas continue to expand in eastern texas much of louisiana and arkansas weat areas though remain in much of the carolinas i^ll have my forecast coming up in just a few minutes if you fly a drone or uav around the farm, you may need to prepare for some new rules. the federal aviation administration says it plans to move forward with requiring registration for all drones. officials at the faa says uav's continue to violate airspace and interfere with fire and rescue operations. it's appointed a new task force to look into the matter. the group will advise the faa on which aircraft should be exempt from registration--such as toys and other smaller uav. the report is due late november. faa says it thinks registering unmanned aircraft will help build a culture of accountability and responsibility. up next

front in the northern plains a couple of showers in southern florida. other than that high pressure from louisiana all the way into new york and pennsylvania keeping thins dry. still pretty cold in the far northeast. by wednesday then that system moving throu the upper mississippi valley with acold front down to tehsouth. so there thunderstorms there and in parts of the plains states with some rain across many parts of michigan and wisconin it looks like with that storm tracking eastward. scattered showers rther east. high pressure keeping it dryryn the southeast and the west. but ing onn to friday, there's that tropical looking system again. that could be farther east spreading some of that rain farther east. so it will depend on the track of that. but another system out west and yeah, those are some snow flakes. higher elevations of the nortern rockies with some snow there, otherwise showers out west. showers inhe east as well with some scattered snow mixing inn with that and some of the higher elevations of new york on northward inin eastern canada. we'll be back ininur next h alf hour with our longer range forecast. thanks, mike. soybe

pennsylvania was pushing for. they were pushing for direct election for president but that leaves the small states out and it harms the southernstates because only votes count and have the people are slaves who can't vote. but if you use electoral college suddenly the south gets a lot more votes because the slaves count at least three this independent. they wanted one to one, but also the small states get to fashion they get to the electoral votes for each of those senators. you can see washington's hand and every bit of it. they tend to be more of it was, who could think of weird things like the electoral college. or ben franklin who was behind the big states ball state, ms. and headed off to sherman to get the credit because they thought of better coming from a small state than his state. these were the guys who could think of the mechanisms, but you can look back at the record. when they were announced these people always met with washington beforehand, and would have, the person who offered a compromise was always with washington the night before in washington would always call him a first. first. so he was in on it did he

southern district of new york. secretary johnson. >> thank you. as you will notice, last month the three of us attended a sombering situation in pennsylvania. today, 14 years after 9/11 it is still a dangerous world. the events of 9/11 were the most devastating and prominent example of terrorist attacks of those who are recruited, trained and directed overseas and exported to our homeland. the 9/11 highjackers were acting on the orders of al-qaeda's external operation chief who was in turn carrying out the direction of bin laden. likewise with the attempted underwear bomber and the attempted other plots over the years were efforts to exploit terrorism in the united states and were directed by terrorist organization overseas. the response to these attacks and attempted attacks on the homeland was and is to take the fight directly to the terrorist organizations at locations overseas. but today the global terrorist threat is more decentralized, more complex, and in many respects harder to detect. the new reality involves the potential for smaller scale attacks by those who are home-grown or home based and not exported and who are inspired but

southern new hampshire, especially the lower merrimack valley and over towards the coast. right now locked into fair skies all across the region of new england, back through new york and pennsylvania and this is our weather as high pressure is in control at least through tonight, tomorrow and tomorrow night. after that that high will build off shore, and that will allow some moisture from the south to move in our direction. low to mid 40's across the great north woods, back into the white mountains mid to upper 40's. on average about 50 to 55 in a good part of southern new hampshire. we have clear skies now, for the most part. and temperatures are going to fall off quite a bit, with light winds developing, back into the upper teens north, 20s to around 30 elsewhere. so frosty cold early tuesday morning. however, even though it's seasonably cool right now and will be the case tomorrow and wednesday, when the moisture builds in from the south it will also be accompanied by warm conditions, that begins later wednesday night and goes through thursday night, so we're talking about warmer air but also some beneficial rain that moves in. some of this associated with that all-time record
