abc's stephanie ramos is in boston tonight. >> reporter: dueling protests. making for a tense day on the streets of boston, with police working desperately to not have their city turning into a repeat of what happened in charlottesville. nearly 40,000 people converging across the city to try and stop this much-smaller free speech rally. many feared white nationalists would show up. despite denials from the group's organizer. the rally which did featured at least one speaker from the so-called alt-right movement, started at noon on the boston common. it ended quickly with things growing tense and at times violent as the group was leaving. one man seen wearing a shirt, with stop white genocide. this group chased out of the park. police rushing in with batons and makeshift handcuffs, trying to keep clashes from getting worse. forcefully forcing protesters back, making at least 27 -- 33 arrests. >> i just wanted to come out and confront them head-on. and i didn't want to miss this chance. >> at one point, boston police in a tweet, asking crowds to stop urine, bo

stephanie, how does it look there right now? >> reporter: well, craig, you know, anywhere you go in this part of texas right now, you get a sense of this scale of the need. and we have been talking a lot about houston, understandably, millions of people -- talking a lot about beaumont. 100,000 people. but in between those two cities, you have swaths of flooded counties and towns, and a lot of these towns like coons, which has a population of about 2,200, they are left more or less to fend for themselves at the moment. now there are emergency responders, there's help on the way as the governor was talking about. but for now, as this water falls from the sky and rises up in people's houses, they are relying on their minimum resources to try and get them. now we spoke with the deputy fire chief here, and he says that they are getting by. they're getting help from people who have boats. we have been seeing all over this part of texas. but basically right now he says they feel isolated. they are cut off. the road to get out of this t

stephanie gosk is on the road. this is not easy trying to get to this town which is now essentially surrounded by water. what are you seeing? >> yeah, hallie. we have been trying for the last two days to get there. every route that you can imagine. and what we are seeing is that the flooding has spread all the way through these roads and all the interstates are, the major highways, state highways are shut down. we keep on trying different routes. and we come to the end of the road where it's flooded and then we see rescues. we see the same kind of scenes unfolding in these small towns in east texas that we saw unfolding in houston. and there are real fears that the kind of flooding they're talking about in beaumont is going to be even worse than what we saw in houston. and there is a perilous situation unfolding in port arthur, which is just slightly east of bomon. there is a city center there that they're using as a shelter for hundreds of people. that civic center is filling up with water. officials have to figur
