stephanie chuang joining us live. this alleged assault happened last week but uc police are just releasing the information now. >> they are. sam, it's unclear why it has take a week for the warning to come out. they didn't hear directly from student, but they heard from someone else about the alleged attack that happened here on channing way right at the front door. probably began after a female student got off the bus near durant avenue 10:30 monday night of last week. campus police say the man started to follow and talk to the student who ignored him as she walked roughly two balocks o the dorm. the man grabbed the woman's arm and shirt pushing her against the door and trying to intimidate her into letting him inside. took off as soon as someone else opened the from inside. no suspect description. police say this is actually relayed to them by a campus security authority, which would include people like parking enforcement staff, faculty, residential advisors. again it is not clear why it took a week for the informa

stephanie chuang joining us and what is it like out there right now? >> well, from my vantage point, it looks like a steady pace eastbound into the city. the rain has picked up in the last couple of hours, that's good, but maybe not for the commute. the goods for drivers heading into the city all lanes are back open on the bay bridge from that accident. you can see from the video that crew husband to spend some time cleaning up on eastbound 80 after the big rig crash around 2:20 this morning. it did leave a pretty big mess as crews spent hours cleaning up an oil spill left behind. you can imagine they want to be very careful about the oil spill and anything left behind. they also had to clean up debris. this happened just east of first street in san francisco and had shut down of five lanes for almost four hours this morning, as well as the nearby on ramps. until, again, about 15 minutes ago. good news on top of that is the driver of the big rig is fine. no one else hurt. san francisco fire did report more than 30 people at some point responding to hel

. >> stephanie chuang with more on the investigation as we hear from a friend of one of the victims. good morning, steph. >> yeah, that's right, laura and sam. the first time we're hearing from this friend who says one of the victims is his family friend who was heavily sedated in the icu but just thankful that his friend is expected to recover and be okay. off-duty christopher cors that hit two people in his dodge charger and than ran from the scene. witnesses say they heard the crash at broadway and montgomery and saw the two victims lying in the street. we spoke with one of the victims' family friends who said he is in critical condition after suffering a broken leg and a broken jaw and injuries to had head that required stitches. >> he was with his friend. they had just watched the musical performance i believe a latin jazz nature. we were receiving all our information from earlier news reports that witnesses a say he was crossing the street with his friend and in the crosswalk. other than that, since victor's jaw is broken, he's able to speak, but, obviously, heavily medicated.

"today in the bay" stephanie chuang live in our newsroom. this protocol follows litigation that was filed, i understand, in san francisco. >> that's right. players and parents sued u.s. soccer over the issue of concussion on the field. they didn't want monetary damages, but they wanted changes to the rules and they got. the settlement was announced yesterday and the u.s. soccer federation announced new guidelines for u.s. youth national teams. we're taking mainly three things. banning soccer players ten years and younger from ever heading the ball. limiting players 11 to 13 to head the ball only during games, not practice. and instead of coaches having medical professionals on the field can stay in the game. u.s. soccer says these rules are really to accomplish a couple things. first, improve concussion awareness and education and also to build more around on how to manage concussion. u.s. soccer says it consult would the medical science community in creating the new protocols and guidelines. there are, of course, reactions. we heard from so

let's turn now to "today in the bay" stephanie chuang. been a busy morning out there, as well. >> especially on the bay bridge where there was an accident earlier this morning. the rain has picked up a little bit since we saw you last. about half an hour ago. unclear if rain played a major role in this big rig accident and we did get an update from the chp around 4:55 all lanes shut down to help with part of the cleanup. crews have been there for an oil spill after a big rig crash. the good news it seems the driver is fine and no one else hurt. this is just east of first street on the san francisco side is shut down. three of five lanes and nearby on ramp at the time. now, at last check, again, the cleanup of the oil and the debris still going on. so, the lanes aloft still. san francisco fire reporting more than 30 people responding to help with that cleanup and at the scene over a while. the rain has been heavier in places like pleasant hill where overnight there was a bit of a downpour you could see there in the video. the wet weather h

nbc bay area's stephanie chuang in front of city hall. and tell us what the mayor had to say. >> reporter: yeah, scott and kris, the mayor now just getting into the questions about that tour bus crash here in his office. but his first announcement was about his vision zero safety project that the 24 projects to make high injury areas safer is all done. they're all done ahead of schedule, ahead of the february deadline. and so the whole entire deal there is the city is now adding six more projects to be done by the end of february. according to the city 30 people die and 200 more are seriously injured every year while on city streets. so what the city's done is added bike lanes, given pedestrians more room to stand and walk. the mayor again just now getting into the hot issue about the tour bus crash a week ago today in union square that left 20 injured. he said safety on san francisco streets is top priority. >> despite some of the recent tragic events that i'm sure we'll be talking about in a few minutes, i want to say that we have preve

nbc bay area's stephanie chuang was in the courtroom this morning.nd, steph, do you think miller has a chance to be free? >> reporter: she does. that's if the ninth circuit court of appeals decision allows for a new trial. in which case the involuntary manslaughter would likely be the only thing that sticks and she's already served that time. so the goal here, again, yes it's overturn her second-degree murder conviction for the death of her neighbor 33-year-old diane whipple you may remember 13 years ago in 2001 when noler's two dogs attacked and killed whipple inside their san francisco apartment building. this morning's argument was the murder conviction in 2002 was unfair. her attorney says the state judge at the time threatened to jail the defense attorney if she made another objection during the most critical phase of the trial, the prosecution's closing arguments. that's when the prosecutor actually violated the golden rule asking jurors to put themselves in the victim's shoes and appeal to passion and really generally not allowed. reardon says

stephanie chuang joining us live. this happened right outside a residence hall and only learning about the attack that happened a week ago today. >> we are, sam. a man grabbed a female student in front of her dorm as she's trying to get inside. grabbed her arm, her shirt, pushes her against the front door saying sexually explicit comments and open the door and that's when the man took off. this reportedly started around 10:30 monday night of last week after the student got off a bus near durant avenue and campus police say the man unfamiliar to this student started to follow her and talked to her and she ignored him as she walked two blocks to her dorm. no suspect description. in fact, the victim hasn't even reported this directly to police. this information came from as security authority which would include people like parking enforcement, staff, faculty, residential adviser. campus police issued a warning last night. this is a week after this report assault happened and it's unclear why it took this week. on a rela
