governor terry mcauliffe declared a state of emergency ahead of this major storm. a state of emergency allows state agencies to help local governments respond to the storm through sunday. vdot has crews on the roads pretreating ahead of the storm. the virginia national guard is authorized to bring up to 5-hundred personnel on state active duty to help assist with the severe winter weather response operations. the guard plans to have people at key locations to rapidly respond if needed. possible missions for the guard includes transportation, downed tree removal and distributing food and north carolina governor pat mccrory issued a state of emergency just after 10:30 this morning. mccrory says the goal is to be over- prepared for the storm as it moves into the state. two people in north carolina died overnight due to winter weather. the governor is encouraging people to stay off the roads when the wintry weather starts to fall. crews in north carolina will monitor roads 24/7 to make sure stranded drivers aren't left on the road. our photojournalist got video of this
