the c.a.c. effective and powerful. two meetings ago, we had a great presentation from a.g.m. steven ritchie about the bay delta. it was clear that the c.a.c. needed more information to take a position. there was no lack of position on either end. the topic of the bay delta will actually be taken up by a smaller set of members at the c.a.c. next tuesday. i know i learned a lot from that meeting, not only in terms of issue but also in terms of process. most notably, though, it confirmed my gut feeling that the work that i want to do over the next year is to truly listen and understand the motivations and passions of my fellow c.a.c. members, to develop thoughtful recommendations and positions after sufficient deliberation. in the past, we've measured success by how many resolutions we've passed. in 2017-2018, that shifted. it's clear that we did much more than pass resolutions this year. the c.a.c. and its individual members have been very active in engaging and educating the board of supervisors,

the c.a.c. wants to congratulate the board and the project team on the successful opening of the salesforce transit center and all the work that went into that, including some of the festivities of the neighborhood ceremony and the ribbon cutting party. the c.a.c. appreciated the thanks that we received at the ceremony for our contributions to the completion of this phase of the project. as dennis mentioned earlier, a huge thank you to the contractors and the men and women from all the trade unions involved. overall, a fantastic job, quality project, and most importantly, a job done safely. for me, i join the c.a.c. a little over five years ago, and i wanted to thank director chang, i wanted to thank director kim for recommending me for this appointment. i remember the first presentation i attended. at that time, we were tracking status on the pub number of micropiles being installed. my first question was what's a micropile, and i learned what a micropile was. we sure have come a long way. i did

the c.a.c. is, especially for our audience out there. if you have kids who are in special education or you're going to start your kid in school, this is very good information for you to have. i certainly didn't know my kid was special ed until later in the process, like second grade. when i found out about the c.a.c., that's when i found out, at some point in time. san francisco unified school district special education committee advisory committee, that's the c.a.c., is a state-mandated organization, part of the california department of education. there are over 700,000 special education students in the state of california. these students are organized into special education local plan areas, which include many school districts. the san francisco selpa is special, in that we're one of the largest single-district selpa. california state education code mandates that each selpa must have a community advisory committee and the majority of the committee members must be parents. c.a.c. must sign off o

the c.a.c. adopted some support. welcoming the potential ability to achieve revenue from the pending voter approval. us c.a.c. also recommended approval for the allocation of 8 million funds in item six of your agenda. there was a question related to the paul barth station modernization project, at with another potential project starting, why the existing ceiling lighting project was taking so long to complete. barth staff said authorization process delayed an additional fire sprinkler requirement and set the work back but hoped it would be complete by next spring finally, concerning item seven on your agenda, the pennsylvania avenue alignment to the downtown extension, the c.a.c. had continued this item from our july meeting for further information. this is primarily because members thought they would need to know the possible locations of any rail yards that might need to be relocated based on the alignment before recommending approval. there was also renewed interest in learning why a seventh

i've been involved with the tenderloin c.a.c. i moved here in 2011 and started attending the meetings in 2011. i think with the exception of antoinette adelman, i have been involved with the committee since its beginning. my term came to an end or ended under the change in legislation, i'm not sure which precipitated the event. after i became appointed to the committee, there was some change to the committee, and i am now chair of the committee and have been for a chair. we've gone from meeting less than the regulated three times a year for a while. once i took over, we were able to get quorum more frequently although it remained difficult because of the number of people dropping off of the committee. in the last year we've worked hard with the community and the corporate liaisons to create some meaningful engagement positive and beyond the community benefit agreement. most notable is the agreement between the corporate liaisons to work for the benefit of the public schools in the tenderloin. they're really focused on a strategic

i am the chair of the tjpa c.a.c. i am member of the rabbit and high-speed rail community working groups. board member and transportation rep of the south beach neighborhood association. i am here this morning speaking in support of the pennsylvania alignment as a preferred alignment for the downtown extension. first i wanted to thank this commission and see a seat for your careful review of this recommendation. this is a decision that future generations will live with for the next 100-150 years. with that said, i wanted to support the pennsylvania alignment for the following reasons. as a member of the organization, reviewed materials, along with many city leaders, quickly came to agreement that although the rail alignment originally proved in 2004 worked from a rail operations perspective, it was not the optimal approach to meet our future needs. after a comprehensive review of costs, constructibility, ridership numbers, opportunities for future land use, opportunities to net the mission bay community and services to

i only received a notice of cancellation of the c.a.c. i never received notices of the actual meetings which means these meetings are not really reaching out to the community. so i'm here as a body of the board of supervisors and this is probably the only time you could have public comment about a committee that meets that has helped regulate it. so this is the only time the community can talk to the board of supervisors about a community operating for several years now. and there's, it doesn't seem to have the right ways that some of the other committee meetings have. the minutes are not on the website. the last set of minutes were in 2016. and so again we are asking for a continuance to allow more people to apply. we feel this is a decision-making body. there are currently five entities that are doing stuff for the community. so we strongly ask for a continuance because it's only important to have all five seats filled at the same time when you have a notice. so thank you. >> supervisor a. safai: any other members of the public wish to c

the c.a.c. met last week and had the opportunity to discuss the bike share program, particularly the dominant one in the city. and we got some -- hopefully good ideas from that discussion that i will share with you today. you have to carry the ideas forward. the sfmta-cac recommends that the agency require bike share notices to be posted and mailed to all community organizations in the surrounding areas as well as neighbors within 500 feet. at least 30 days prior to a hearing and that the m.t.a. board requires m.t.a. staff and motivate staff to create and maintain a dedicated webpage with the following info. one, proposed locations for bike share stations 30 days before hearing. two, interactive map, including present approved and proposed bike share locations, station locations, that is. three, suggestion form for residents and constituents to give feedback on bike share station locations. this is four. that was three. maintain log of suggestions with responses from motivate and sfmta staff. and
