because it's a main line that runs down constitution avenue feeding the museum of natural history, the irs and the justice department. because of that now, the museum has been shut down for most of the day. the problem started about 10:00 or so last night. that's when a 24-inch water main broke at constitution and tenth street and began spewing water just about everywhere. at one point it looked like a small river down constitution avenue here. some of the water was about a foot or so high. crews have been at it since late last night. first they had to shut down the water then navigate around the multiple layers of utility lines underground here and near the site of the break. they have to assess the main pipe, replace it and do the repairs. as to why it failed, we are told sadly it's an all too familiar story. >> the challenge here is the challenge we keep talking about around the city and many cities, we have old instraw florida track tour. the line was put in before the great depression. we don't know why any particular break occurs but we have an older infrastructure. we are improving
