the salvage aerv of the navy which sits in naval sea systems command. it may be referred to in the staff report sue salve, supervisor for all salvage operations of the navy. the navy, then, in order to execute these funds has a previously competitively bid contract with titan salvage for all salvage work on the west coast of the americas. that has been titan to salvage. nav sea has worked with options for how to get it done and where it goes subcontract wise. phase 1, the part all the other options have in common goes with the sections removed this way [speaker not understood]. the previous slides illustrated. phases 2 and 3 get a bit more complicated because we have the option of trying to keep some continuity of contracting and just jump onto the navy's general type salvage and let them work with all the subcontractors. that brings with it some pass through costs. this has a particularly high administrative cost because it is designed for salvage work for ship wreck and there are a lot of unknowns with that. alternately, we may choose to go with one of

topic as far as the command control because what we have here in the marine corps is similar to the navy. we have the installation, the regional installation command and also partners with the operational foresite. we allow the operational foresight, we maintain those but then we coordinate, cooperate, with the operational foresight once the call comes in for support. so we're able to do that obviously through memorandum of understandings and we have agreements and our wing operating orders allow for the fact the operational control, at least under operational response, maintains with the operators. the third aircraft wing maintains operational control but we send our operatives out to be controlled by the civic sight. we're comfortable with that and that's matured a lot in the last couple years. >> talked a lot about command and control and agreements and moving resources. one other question that came up yesterday we were discussing yesterday is how do communications occur specifically with regard to when we start talking about air ops and moving air resources around, how do we ensure t

so after post-cedar fire, we recognized the navy had assets and the marine had assetness region that we should capitalize on, so i was tasked by my chief to organize a local letter of agreement so that we could, with the objective, essentially, was to streamline access to dods assets in rapid fashion and by rapid i mean within hours. if we're dealing with the level of incident that i just described, the cedar fire was essentially over in 12 hours. it started about 5:00 that night, it actually took off and started running at 11:00 at night, by 9:00 that morning it was at the gates of marine corps station miramar and it was essentially stopped. dska is an excellent tool but we needed to go a rapid route, which is ir we'll talk about training later, but that's a big component. and the colonel hit on a good part about we use persistent forecasting and weather forecasting to look at when we have these fire weather red flag warning stand in the wind events. i start reaching out to my counterparts with third fleet and lieutenant colonel demigan giving them a heads up. we (inaudible) navy an

so, um, on active duty right now the navy seals are the small special operations forest. so at any time there's probably between two and three thousand actual navy seals. and those navy seals are not only serving in seal ma toons on -- platoons on the front lines, they're working at places like the pentagon, central command and working in afghanistan and iraq and some of the headquarters, and so there's probably about 2,000 to 3,000 navy seals. they were started on january 1, 1962, by president john f. kennedy. and the reason why he started the seals was he wanted to have a force -- a seal, you may know, stands for sea, air and land commando. and what president kennedy wanted to do was he wanted to have a force of people, a dedicated and high will hi-trained force that -- highly-trained force that he could put in deadly situations who could not only respond tactically, but could also respond and use their minds and be thoughtful about working in some very difficult, dangerous situations. and his theory, the international relations thief ri that led to the development of th

the gentleman came out writing the book that was supposed to be in regard to navy seals about the osama bin laden attack. there was a lot on him and his family. retired navy seal. has this happened to you? >> it has not. what happened in that case was there was a very specific mission and concerns about some specific classified and sensitive information that was actually contained in that book. and of course he was part of that mission and there were concerned about threats against him. what we have done in "the warrior's heart" and also -- all the information we shared is publicly available information that happens in navy seal training. we put it together in such a way that we think not just about what navy seals do. and because books are different in that way, we haven't had any problem that we have a tremendous amount of support so it has been a lot of fun. >> how many navy seals are there? >> on active duty, the navy seals are the smallest special operations force. at any time there are between 2,000, and 3,000 navy seals and they're not only serving in field platoon on the front l

the navy tomorrow. see a listing from fiscal year '13, '17, '20 how we will migrate and evolve the ship downtown asia-pacific and the arabian gulf and other areas around the world. now, how do we, if you will, stop creating ships. it's operating forward innovative ways that makes sense. we'll have new ships coming. the combat ship which will deploy and operate forward. it will rotate the crews. that. will free up soft the surface to be able to deploy elsewhere. we'll bring home the joint high speed vessel. high speed 30 plus knots. to take care of some of the missions that we had amphibious ships doing today in the southern africa, in the african command, in the european command. freeing up ships to deploy elsewhere. we'll bring on the afloat forward staging base. an auxiliary like ship built from the basic of a tanker and the center piece put in with it you can balance up and down. with that fuel a flight deck and opportunity deploy a rot of rotary wing. bring comfort to hadr. and special operating for

on the installation side which we coordinate with cal fire and the navy we have annual exercise and we hit that every springtime prior to the fire season. i think what's also, it's important to remember that although it was stressed, the military members are members of the community as well so let's not forget that as far as active duty. although we're transient in nature, sometimes we're in deployment, many of us are home owners and we live in that community. we are part of that community as well. just like the guard, we have an interest in protecting our friends and neighbors. sustainment is, it's important to us and we'll maintain it especially on the region side. we're able to have these long-standing relationships while the operating force side goes forward and supports the on-going efforts, we are able to stay back here and sustain those relationships. >> just to follow on that, the navy squadrons that provide fire fighting capability are a combination of active and reserve components. one benefit of reserve components is more longevity is pilots in the squadrons. you may have pe
