we are also known as the occ. and we are the third largest of the oversight of law enforcement agency in the united states, only surpassed in size by new york and chicago. the occ was created by a board of supervisors sponsored charter amendment in 1982, and we became fully operational in 1983. and that makes us 32 years old. we were originally an office in the san francisco police department, but later we were placed under the direct supervision of the san francisco police commission as an independent agency separate from the police department and the police commission and also a civilian body, and the function of the occ is to assist the police department in building trust with the community. by being the bridge between the public and the police in matters of police misconduct and also, police policies. our mission is to insure police accountability, but conducting fair, timely, and unbiased investigations. making recommendations on police policies and practices, and conducting mediations between the complainants

and here in san francisco, the occ serves that purpose. and the staff of the office of citizen complaints is a diverse group of civilians who have never served as san francisco police officers, although some of the investigators on the occ staff have served for other or in other law enforcement agencies, such as the california highway patrol. and the majority of our staff of 35, are investigators, and although we also have attorneys and support staff on the occ staff. so what do we do? we conduct investigations to find out what happened. we obtain evidence, and we do that by interviewing the person who brought the complaint, the involved police officers, and also civilian witnesses. we have subpoena power to compel testimony and obtain the evidence. we get additional evidence from the police department and in the form of police reports, and other documents that are generated by the department. and the investigators visit the site of the alleged occurrence and they can gather the evidence through photographs and interviewing witnesses and in

the occ supports the concept of the san francisco police department pilot project. we've not yet seen the policy. we would encourage that there be collaborative meetings, including my agency, of course the public defender and other members of the community and if governed a clear, written policy, we believe that body worn cameras -- the occ believes the body worn cameras can create greater transparency, accountability, enhanced investigations of police misconduct and improved community police relations. thank you. >> thank you very much. really appreciate your presentation. colleagues, any comments or questions? so i actually want to call the deputy chief up and i do really appreciate your statement that we want to make sure that these cameras are going to be used effectively, there's unput from departments. director hicks mentioned making thur there was vetting with the community. that's a good practice. that's something that would be available for people in san francisco as you're developing your policy that'll be shared with -- >> that's the goal just like when w

one of the advisory members from the commission and also, composed of acting director marion from the occ, padrini from risk management and acting captain, dorantes from the taining division and sergeant ting from the range. >> and brief summary. 1107, 1107 occurred on december 14th, 2011, in the 11 block of larkin street and on that date, day at 1:30, three uniformed officers conducted a registration check of a vehicle, and findings that the registrations have and did not match the results and conducted a traffic stop. and the driver pulled over and ran from the vehicle and the officers ran afterer them. and there were passengers in the vehicle and they stay with them and they continued to chase the driver and at some point turned and fired at them and the officers shoot up and one officer fired and the suspect was hit and mortally wounded and that was found to be in policy. and the officer involved shooting, and may 13th, 2013, on the 300 block of mission. and 11:40, two sergeants that were conducting a investigation on treasure island and a follow up. and on the back back to the tender
