i grow up in the philadelphia area, in new jersey, went to school up and down the east coast. i went to undergrad at duke university and law school at harvard. after clerking for a judge, i came out here and have been in here for the last 14 years. i always assumed i would go back to the philadelphia area because that is where my family is, but i was always interested in sanford cisco in terms of the city, culture, the amazing lgbt community -- i was always interested in san francisco. i am an attorney. i started off in private practice, doing complex litigation. in 2002, i moved to the san francisco city attorney's office, where our work on the trial team, doing trials for the city and doing my own cases and supervising a team of attorneys as well. another huge issue confronting the city is the deferred maintenance on our infrastructure. we have a lot of infrastructure that has been deteriorating because we have not maintained it properly, from our roads to our sewer system to muni. we need to be much more diligent about maintaining our infrastructure. i have been interested

the representation that james madison incorporated in the virginia plan that was submitted to the philadelphia convention in the debate will. but obviously there are winners and losers when you have that kind of representation. in the previous congress and the the articles of the confederation, each state received one vote regarding the population. and that kind of equal representation armored the fact states had been in existence for and have a corporate identity and were well defined geographic units but madison and others coming from the states that have experimented with this new kind of representation believed was only just and fair that more people in the area should have more representatives so the conflict at the philadelphia convention was how would representation be a portion in the upper house and the lower house so the was a conflict. in july of that year the whole of the debate came to a standstill because the deadlock and couldn't decide how to move on. the small state who would lose under the system because they like having an equal vote for the ones objecting to a convention un

the city. philadelphia, throughout the 19th century, was the major industrial city of the united states. all of these industries used water from this system. and it served as a prototype for many american cities, including pittsburgh and new york. man: new york city went to philadelphia and said, "you know, we're thinking of developing a hudson river water supply -- what do you suggest we do?" and they said, "we've had "a lot of problems on the schuylkill. "don't go to the hudson river. go to the upland and work by gravity." and that's what new york city did. they first went to the hudson highlands, but 150 years later, it went to the delaware highlands. and really diverted the water that normally went to philadelphia to new york city. i don't think they anticipated that. narrator: the majority of new york city's drinking water comes from watersheds in upstate new york. a watershed is the area of land where water from rain or snow melt drains downhill into a body of water. mountains act as a funnel to feed rivers and lakes. and in this case, reservoirs. in the new york city system, water
