to appeal. one particular sore spot is sulfur. chevron wants to up the sulfur content of the crude oil. it has the sulfur corrosion of piping and chevron's crude oil union to cause it had massive fire in august of 2012. it's in a plume of black smoke in richmond and sent some 1500 people with local problems complaining of respiratory problems. >> the city council is trying to figure out how to deal with the planned changes for some time now. several months. i was out there the other morning covering a small fire at the refinery and it's interesting how much of a fortress and the city on to its own, the richmond refinery is. there is, i think, a lack of trust between the refinery and the people that live around it. even the public relations people refuse to come out and do interviews with us. >> corporate speaks slowly, but also, richmond gets a lot of tax money from the refinery so it's been a love/hate relationship between the two. >> the richmond city council will meet to discuss the chevron update and council on tuesday. the meeting begins -t 6:30 at richmond pacific center plaza. >>>
