i'm claudine wong in for tory campbell. topping our news today, we'll talk about this ruling anownlsd by the state's highest court just two hours ago. the question was, did the governor and state lawmakers have the authority to eliminate community redevelopment agencies and redirect that money? ktvu's lorraine blanco joins us live with the details about the decisions and what's next. >> reporter: this decision is more than 100 pages long and the bottom line is that the state has the right to dissolve agencies when it's necessary and proper. in this case, it's necessary to alleviate a fiscal agency. it allows california to seize $1.7 billion in funds to close the budget's shortfall. getting rid of redevelopment agencies is a proper exercise of legislative power, the court said. this is a blow to cities like the city of san jose that filed the law suit. we talked to the state's chair of redevelopment agencies. she says that the state needs to step up and put californians back to work. some still has a 10.7% unemployment rate.

i'm tori campbell. this morning, the u.s. postal service says it has to cut $3 billion from the budget to avoid bankruptcy. allie rasmus joins us live in oakland. what will this mean for local postal deliveries and workers, allie? >> reporter: it will mean changes in the amount of time it takes to send and receive bills. magazines, catalogs, bills, statements, basically anything that requires a first-class postage stamp will be affected. right now, the most first class mail arrives one to three days after it's sent. come spring time, it's going to take longer. we talked to a spokesperson at the office about how delivery will be affected here. >> what will happen is any mail that would normally be delivered overnight for one of the possible facilities that are gonna close, there's only about two in sacramento and then there's two in the san francisco area. so if there were overnight service standards for those facilities, then, of course, it will now become two to three- day service. >> reporter: now, part of the reason for th

i'm tori campbell. >>> caltrans crews are on the bay bridge right now for that new phase of construction but their main message to drivers is to ignore the construction process and keep their eyes on the road. ktvu's tara moriarty joins us now on a new perspective. >> reporter: good afternoon. we're right here on the brand- new bay bridge where they will be installing that cable this week. if we swing to our left, you see the blue structure, that's the hauling system which will lay the cable all the way up through the tower up there. we want to show you an animated video to give you an idea of how the crews the cable. they will loop each strand around the cable 120 times. the first strand will take about two days to put in place. after they get more comfortable with the process, crews will probably lay two or three strand as week. >> this is not your grandmother's suspension bridge. we'll be pulling hole strands of the wire. with the golden gate, the west span of the bay bridge and even the zampa that was built back in 2002. they pulled individual wires across to make up those big cables
