in breaking ground the transbay transit center, we are laying down the first steps for the grand central station of the west, connecting cities and communities throughout the region and state. it will be a crossroads of commerce, john, transit, and retail, will increase public transit options, reduce congestion on the roads, and cut carbon emissions. this project represents the best product of a strong public- private partnership, a thriving center for economic activity, a center for a good paying jobs, and a better quality of life for local workers and families. it is about sustainability. the mayor spoke about that. he has been a leader on that issue. increasing access to quality transportation and improving san francisco's infrastructure have long been among the top priorities of our delegation in congress. that is why we have fought to secure critical investment from the government for transbay, not just the money for today, but the recovery act, $400 million in funding, enough money to put people to work sooner with good paying jobs and reducing the overall cost, over all by $100 mi

i think everybody knows the transbay terminal broke ground yesterday and the terminal. associated commercial development, the high speed rail, are certainly some of the most exciting and important projects in san francisco at this time. so, it's disheartening to see potentially significant impacts from this project that the transbay joint powers authority brought to light, inadequately addressed in the responses and ignored in the conditions for approval. most significantly which is the impact of the cal train downtown extension created by 22 having a -- 222 having a match foundation rather than a pile-driven foundation. a brief explanation, if you drive the piles down to bedrock, you set the building on top of that, it doesn't really matter what's adjacent to the building or what happens around the building, it sets on that bedrock where as a mat foundation has a high capacity for displacement of adjacent soils and the letter from the transbay joint powers authority pointed out that having a mat foundation on 222 second versus a pile-driven foundation is going to creat

we have the transbay, we have the high-speed rail that may or may not happen. we have ironically 201 second street across the street that you've approved for a high-rice residential. we have the mosconi center that probably will expand. we have s.f. moma that will expand. 149 new montgomery, which is approved right across the street for residential. we have even the palace hotel that may or may not get condominiums approved. and with all of those things, that neighborhood -- our neighborhood will be "developed." of course, there will be more changes, but we're in a transitional stage right now. as a neighborhood it's really only been 10 years with residential down there. the residential is great. you see people walking their dogs. you heard mention of kindergartens. you see life on the weekends. ironically a lot of people who work in this building will also live in the neighborhood. so to me it's part of building a neighborhood. i think the exceptions are relatively minor, and if you were to build a project strictly by code you'd have a worse building and not a
