texas is feeling the effects of tropical storm bill. as a slow-moving system makes its way across the state. bill has weakened since making land fall today. there are fears the storm, which is dumping rain on the region could trigger tornados and flash floods. as heidi zhou-castro reports, that is bad news for a state recovering from last month's deadly flooding. >> tropical storm bill made landfall along a coastline feeling the effects of record-setting rain. >> some errors reporting flooding. torrential rain and winds are expected as bill cuts a path. response teams are tracking progress. officials warned residence to stay safe and be prepared after more than two dozen were killed last month. >> he do not want to see a repeat of the tragedy three weeks ago. >> flash flooding are in effect. with up to a foot of rain expected to fall in some areas. saturated ground and rivers means there's nowhere for the water to go. we can't handle water. it will go somewhere else in the streets. >> in houston, streets are under water after extreme wea

but it's because of the remnants of what used to be tropical storm bill. we've been tracking it for days, and its timing is staying consistent with arriving tonight. a little bit dreary to start the day. also, plenty of humidity in place. and of course, when you have heat and humidity and a trigger on the way. bill is going to pop up the thunderstorms. by noon we're dry and shortly thereafter by about 3:00 in the afternoon we could see the thunderstorms firing up. 78degrees at 9:00. 86 at noon. today's high temperature, 90 degrees. we'll reach that between 3:00 and 4:00 and then we're back to 88 by 5:00. so another warm and humid day. it's 77 right now. the dew point is 68. it feels stagnant and muggy out there. with the warm, humid atmosphere in place. we'll see another round of afternoon thunderstorms. if you get peaks of sunshine, that's not a great thing. that will lead to the instability. we could see a severe thunderstorm today. we have the potential for gusty winds and maybe even some large hail, about quarter-sized hail is possible this afternoon.

weeks since historic flooding inundated many parts of the state. >> late morning we did see tropical storm bill make landfall along the texas coast as you can see there. going in closer, the big problem with the storm is not only the very heavy rain from the center of the storm toward the northeast, we're seeing thunderstorm activity up here past houston. it's those thunderstorms we're expecting to see severe weather the possibility even of some tornadoes in the area. at 11:00 the national hurricane center put out its latest hurricane advisory. it was a tropical storm but increased in intensity a little bit right before making landfall. the track of the storm hasn't changed too much over the last six hours. as you can see very very close as a tropical depression towards ball lass and making its way up up here towards oak on the ground, as well towards parts of illinois. it's that particular path that we are going to be seeing incredible amounts of rain, leading to flooding all along the central and eastern parts of texas. >> ok, we are hearing today from april dolezal stepping down amid allegat

but now here comes tropical storm bill. it will come up from houston, dallas, oklahoma city, and curves off toward the northeast. here they go again with more rain on the way. for us we have more fog. not as much as yesterday. there is still some. it's filling in. the water temps have cooled off a bit. kind of a theme here. i noticed i keep track of things here. the fog seems to win out more often than not. 50s on the temps. 46 up in santa rosa. alamo says 41. 53 for river mother. not as much of a breeze but it is still on shore. remember that is the direction the wind is coming from. it does not look good for tropical storm bill moving in. the busiest weather folks are in port arthur, corpus christi and. it will be sunny and nice and a little warmer here. more fog. stronger delta breeze. we will bump it up a little bit. there is not as much fog as we saw yesterday at this time. all right sal how are you my friend? >> i'm doing well. i hope you are well, steve. we are doing well in the traffic department. right now we are l

making its way up the coast right now towards the gulf coast up towards houston again this is tropical storm bill you can see where this storm ends. it just became tropical a little bit earlier this after even in and the named storm just became a named storm as of 11:00 tonight. on this track making its way close to houston. it'll pass just down south. unfortunately the rain on this is just going to be to the north of the track. so that includes houston and dallas. could come up with 40 mile per hour winds. but once again, the wind is not a big factor here. it'll be the flooding as it moves on the next couple of days. we will watch that for sure. they could easily see some locations that gets upwards of 10 inches of rain and already saturated areas. that's something we are watching as we make our way through the next couple of days. out there now in our area, not the rain. it is the heat once again. current temperature of 82 degrees with that heat index of 87. that's 11:00 at night. temperatures won't go down all that much. we may go down to 78, 79.

however, there is trouble from tropical storm bill. boat sitting here near the water where it should be but we are actually in a parking lot and next to us are homes. and these homes are kind of used to it because on the one side, they have the galveston bay which is kicking up on the other side, an estuary. they are getting water and in a low lying area. the water has made it into the garages of these homes here but the folks here say, look, we are used to this. the worst we ever had was hurricane ike in 2008. the rest of this they said we can deal with this and know not to put things in their grargara and lift things up. there has been a tornado warning in effect throughout the evening and into the night to midnight. but, so far, this storm really hasn't done much damage. there is still always a concern about flooding and it's supposed to last at least through wednesday, so everyone is waiting and watching to see what happens with tropical storm bill. >> sara, thank you for that. the obama administration middle east strategy goes und

here is tropical storm bill, about 155 miles south, southeast of galveston moving northwest at 12, maximum winds are 50. this is where the storm is forecast to be courtesy of the national hurricane center. i tweeted this out a while ago. 7 p.m. tomorrow essentially near san antonio and then by early morning wednesday winds are down to 30 miles an hour and will be to the south, southwest of dallas. this is a flooding problem, not a windstorm. that's the main concern through wednesday night. here's the satellite picture. there is a storm there, pretty good circulation. winds never getting to hurricane force. it will be below 74 miles an hour. the surge of moisture will be impressive in eastern texas and parts of western louisiana. for us yellow alert through tomorrow. evening community could be slowed by thunderstorms in parts of the area. some of the storms could be heavy or severe 3 p.m. to 7 p.m. cold front will try to get through here tomorrow. they've been few and far between the last week or so. 77 by 6 a.m. and low 70s in the suburbs, should be a quiet commute to work, could be a litt

and one of the first tropical storm systems of the season, tropical storm bill. it's expected to bring rain to texas, louisiana and arc a.. and the area is still reeling from most month's record floods. heidi zhou-castro, what are the officials telling you? >> here in dallas, the emergency operations system will open at 6 a.m. tomorrow morning in anticipate of the localized flooding. you can see the storm clouds hovering over the city and much of the rainfall is expected overnight, upwards of 6 inches. that may not sound like of, but the fact that last month the rain saturated all of soil and the waterways in the entire state, any additional rainfall creates the potential for more flash flooding. as you said, tropical storm bill is making its way here after making landfall in houston earlier today. and serious winds upwards of 50 miles per hour, and torrential rainfall. there was some coastal flooding there, and now much of the state is under a flash flood warning. >> and so they're warning people that the system is coming and it's going to bring a lot of rain. h
