"it takes into account real time conditions and then based on those conditions, a number of different things can occur," "now we can hold water back in upstream reservoirs when we don't really need it and release it when we do really need it when there is a drought." the document balances the needs of california, nevada, the pyramid lake began in 1988 under the direction of senator harry reid. it took 27 years to draft something that everyone agreed to. while californians did their part to conserve water in november, they fell short of officials' goals. residents in the golden state used 20-percent less water. but governor jerry brown mandated 25-percent conservation. today, the state water resources control board said the state remains on course to through february. residents have saved a combined 26 percent since the mandate was issued in june. ### when i tell y

the question is if the snow pack will mean more water in the truckee river. summertime truckee river flows are actually dependent on water flowing out of lake tahoe. the water is currently natural rim of the lake. for significant flows, the water needs to be a few feet above the rim -- something that is not likely to happen this year. truckee is reporting fog. carson city as well. some areas are still seeing fog and it is that situation where it could be putting ice on the roadways. that is a dangerous situation you want to be careful of. here in reno near the station we're dry so that is a big improvement. roads have been dry for my commute, your commute. sounds like things have been better. 39 in reno-sparks. the high later today. not much of a snow shower chance. today is our break, but another system moves in tonight into tomorrow morning. that one brings again snow, once again to the sierra. a moderate accumulation possible 6 to 12 for the highest elevations and less than that if you get down. chain controls may be required tonight. we'll have to watch for that in the sierra. 94 there. she said we do have fog freezing to the roadway there. truckee 93%. again those are the more likely problem areas. there could be more so take it easy if you see what looks like wet road. it is probably frozen over. we're looking at a few snow showers in northeastern nevada.

they say they hope the wet weather sticks around to keep the truckee flowing this summer. kolo 8 news now's colin lygren is at rock park, to explain the different colin? sarah and noah... effect... most obvious right here. flows on the truckee today... are about twice what they were last week. and up in the mountains... were continuing to get snow. all around... the water situation... is looking better. under normal circumstances... with a snowpack of 113-percent of normal... our water outlook would be stellar. "we would feel fine this year. if we had storage in tahoe at this point, we would be feeling very comfortable." but even with the recent rain... snow... and sleet... tahoe remains about one and quarter feet below the natural rim. -- no water is flowing out. "when tahoe is below the rim, or really low, it dramatically affects our water supply." we'll likely get above the lake's rim this year... but not by much. forecasters are calling for half a foot. "it's a lot of water in storage, we just can't get that water out very fast rate." it's not to say we are doing bad.

show some snow covered roads in lassen county and there could be some slick conditions mainly from truckee northward. however, the vorticity lobe is shearing out, and snow showers are dissipating. there will be some lingering cloud cover today from this system, but very little chance of further precipitation. otherwise, there could be some patchy freezing fog along typical sierra locations like the martis and sierra valleys this morning. a ridge of high pressure will settle over the region from this afternoon through wednesday night. the only real weather concern will be valley inversions resulting in poorer air quality each morning with poor mixing conditions as well. even with the inversions, temperatures will warm above seasonal averages into the low/mid 50s for western nevada and valleys. high cloud cover begins to increase later wednesday as the next system conditions through much of the week. air quality will worsen through mid week before the next system moves into the region bringing chances for rain and snow by the end of the week into the weekend. a weak slider-type system contin

the truckee river operating agreement went into effect on december first. it changes the way water is managed on the river, allowing agencies like tmwa to store more water.
