this is uber's decision, uber paid good money if you like, however new jersey governor chris christiefter february of 2017 did help to get this law in effect. which essentially says that uber and lyft, one of uber's competitors have to submit their processes to the new jersey ag for approval it. still doesn't mean they have to pass background checks but the companies need to be providing information to the ag and say this is what we are doing, but the mentality behind it was so that minority groups would not be discriminated against, and as you can see, there is this pivot point which i will say for the new jersey governor, he recognized the need for passenger safety and just said listen, your workers cannot be untracked. broader question, though, is are we going hold corporate america, let's say by a different set of rules than we do the government? you are quite right. online records did show that this terrorist did have traffic infractions in two states, missouri and pennsylvania, that does beg the question, if those had been highlighted somewhere, why didn't uber pick up on those.
