julie small, let's talk about the uc-davis pepper spray report. the thesis of the report, the pepper spray incident which has been around the web through youtube more times than i can could, should have been prevented. how? >> by having much more powerful leadership at the university level. the report faults chancellor linda for not taking control of the situation and making clear to the police, the campus police what she wanted. what she said afterwards in a s interview, she wanted a limited operation. they wanted the police to go to the encampment and decided they wanted the tents taken out. but she imagined that the police would go in and say, take down your tents and leave it at that. she didn't want any use of force. well, that did not get communicated. when you read the report, it's very clear, everybody had a different understanding of what was agreed to. and then, it got worse, ill thi i think, on the police side, because you had a chief of police saying to the officers, don't wear riot gear, leave those batons behind. don't have pepper sp

we have shown that split in two between a -- uc and the non- uc contracts are split up. the human services agency with $131 million and the department of children to me is, and families with $55 million. the rest are smaller dollar amounts. on the next slide, is a more comprehensive list by department. i have that for reference but will not go in the till streets department. looking at the history, the first shows the consumer price index for the san francisco area. in 2007 and 2008 so we can compare with what we have seen. the shares -- shows cpi and going up and down, small in 9- 10. one of the funding costs was for the subset of human service agencies and department of public health outside of uc. there have been no other increases provided through the budget. uc has received more regular cost-of-living increases. there portion of the department of public health budget. president chiu: could you explain why they got that bump? >> i would refer to the department of public health. i was not part of that. there are negotiations each year. it is a very large factor. the o

uc berkeley owns the land located in albany, but tonight it is home to occupiers. thomas roman is live with why the occupiers are camping out. >> uc police gave the occupiers until 10:00 to clear off the land, but they are still here. the group is calling themselves occupy the farm. and they timed this action to coincide with today being earth day. 5* couple of dozen occupiers are m cay ped out on the land -- are camped out on the land. they want to keep priss teen and agricultural while uc berkeley plans to develop the property. they came with shovels and picks and a roto tiller. they are called occupy the farm. they broke is down to a 10-acre plot of land in albany near the border. about 100 occupiers immediately started tilling the soil and planting seeds. the land was used as an agricultural research project, but now the uc plants developed a property. this group of occupiers made of students, residents and activists want the area transformed to an urban farm and used for hands on education. the group claims to have planted some 15,000 seedlings to begin the tr
