most of us have co-sponsored. i want to thank you for your co- sponsorship. we have an amendment that would raise revenue in new revenue coming from business registration fees that will be indexed to the consumer price index and i will -- i am excited about revenue generating measure that was the impetus for coming forward with a second measure in the hopes we could come together as a city and we have just that based on the breadth of interest. not only changing the payroll tax by bringing in new revenue that can meet our needs for infrastructure, for services, making sure as our economy is growing that we can meet the increased demand in our city to be able to make sure that we are reaching workers, getting them to work, making sure they have services for education, parks, or for making sure the roads are in good repair. we will have a process of determining how we would determine new revenue. the mayor has concerns. he has -- about what we would use new revenue for. paving our streets is a big part of it. that is a concern in my district trade we can come to

us. i have been sitting on the land use committee. meetings inside of the chamber, outside of the chamber, in the streets of san francisco. there is a lot of discussion and curiosity around this issue. i believe is very clear from the beginning that i believe there are benefits to this project. i want to publicly confirmed that i am working towards a rebuild of st. luke's hospital so we can have two seismically safe hospitals. this is some of what we have heard from the project sponsor and a renewed commitment to come back to the table to have a very focused and thoughtful conversation with key decision makers, it is very important as we first heard this conversation along. have been continually frustrated by the unwillingness prior to tonight, the unwillingness to engage in any meaningful way, not just what the members of the board of supervisors, but also with the mayor's office and with the planning commission. i actually wasn't very satisfied with the eir. i am new to this process. you are expert in this area. questions around gri

it is an intuitive feeling that they have that most of us don't. we think about this issue a lot because when you are working with people with disabilities and people with different kinds of stresses, you have to adjust your thinking to who you're talking to and who you are working with. or work is shaped by to beliefs. the first is that we had no reason to talk about this ability with technology. disabilities' exist because of the -- i don't ask the client what their disability is because it is irrelevant. what do you want to deal on a computer? the print is too small, we can fix that. the mouse or the keyboard is too difficult, try this. try speech input, we will try different things to get the technology to work. the technology is what creates a disability. the other believe that we have is that it is important to step back from what we know at listen to our clients. has to stop putting our beliefs on them. we have to look at where people are coming from with technology. and figure out what the issues are that they are having. the big question th

questions, and this is the gift that keeps on giving and it is one that many as a lot -- many of us have been comfortable with. i have always supported jrotc. my dad is a 28 year veteran. what i do not support and what i am having a challenging time as that we have made four changes in 2.5 years with extensions to me tet the challenges that were not met by our instructors. because of that, it puts us in these awkward positions where we are renewing because those things have not been met or we are trying to re-tool it so we can have two at sites overseen by one now. i find this to be ironic for such a responsible program to be irresponsible around satisfying recommendations that we put forward. here we are, this is our fourth changed to this into a half years. when i am listening to the instructor talk about what he has to go through in order to get to his credentials, we have expectations of our teachers. all of the work they go through in order to teach our students. i appreciate -- in order to do that you have to be a teacher who is trained to do that. i am not very sympathetic are aro

, spanish- speaking churches as well as the asian -- commissioner avalos: the rec center there used to have a program that was there. they used to have a repair shop that waswárh÷ part of the safe n there. that lasted about three or four years. they were working with a lot of low income african-american, latino youth with bike repair. that seems to be a good way to get to the next generation of cyclists in the area. that kind of planting of organizations and resources to do that kind of education work. >> also keep in mind when you are creating your collateral materials that you are finding images that physically represent the folks that you are targeting. >>a addition to sunday streets, and this sunday, there is also a sunday street in chinatown, august 26, and then a traffic skills class that will be offered at the chinatown branch of the san francisco public library. i know that there will also be some out reached done in advance of those clauses. -- classes. commissioner avalos: thank you for the presentation. we can go on to public comment. that would like to comment on this item? seei

one of them is the impact that the tech industry is having the route the city. i will use the mission district, where i can see that the fact that you have a lot of workers coming in, and many of them are doing well financially, it is impacting the cost of living. in a separate discussion it was reported that the average monthly price of an apartment here in san francisco has risen 12.9% since last year, and this is now 2007 hundred 34. the average price of a home in san francisco is $725,000. as far as these companies are impacting the cost of living in san francisco, i can see the policy benefit with gross receipts -- because they're impacting affordability to connect the two of them. but the $13 million for affordable housing that would be provided -- is this sufficient to deal with the magnitude of the problem before us? those are the questions that i have. i remain open to supporting this measure, and i think it is important for this board, with the mayor, to speak with one voice and i look forward to that conversation between now and when this comes back to the board
