. >> the thomas fire burned nearly 282,000 acres in ventura and santa barbra counties. >> there are flash flood watches in effect all across the state. any area that had recent fires, we'll see problems. usually the vegetation helps hold that water back. the areas where the fires burned, those will be dealing with debris, mudslides. we were talking about flash flooding because of several inches of rain expected already this morning. we have areas with 3 to 5 inches of rain already for the north bay hills alone. that area is problematic. already this morning, san rafael, san quentin seeing that. the areas of yellow and orange, significant rainfall coming down. it's really going to hover over the region for the next several hours into tomorrow. so we'll see this pick up later this afternoon. sausalito seeing heavy rain right now. south san francisco just got a lot of heavy rain and that's now moving further out east. highway 101 getting a lot of rainfall as well. it's widespread. any city in the region, you're dealing with it. also look at piedmont. i-580 will be very slick out there this m

traffic was diverted off of the ventura freeway because of the mudslides.e been several rescues throughout the morning and dozens of roads and freeways have been shut down because of the mudslides. last night thousands of people living in the areas affected by the thomas fire were told to pack up and leave again because of the danger from the rain. the evacuation orders cover ventura, los angeles and santa barbara counties. >>> so far the storm has not caused any major problems in sonoma and napa counties, in the areas burned by the wildfires. the flash flood warning was canceled at 2:00 this morning. people in the burn areas have done what they can to reduce the risk of mudslides and debris slides. santa rosa assistant fire marshal says this is the first real significant test to see if all of the precautions put into place over the past few months will pay off during our winter storms. >>> a state lawmaker from the los angeles area has introduced legislation to protect california homeowners from losing their insurance. it comes in response to the devastati

keep in mind- ventura and santa barbara counties are still trying to recover from the "thomas fire" that tore through there last month. it was the largest fire in the history of california. the national weather service says southern california is already experiencing low humidity. and strong gusts of warm winds will be flowing through the area tonight. the red flag warning will be lifter tomorrow afternoon. police in san francisco are on the lookout for an suv used in a drive-by shooting overnight. investigators say someone fired a gun out of a honda suv around 1 a.m., near the corner of 22nd street and mission. a woman was found unconscious, but with non-life threatening gunshot wounds. it s not clear what let up to the shooting. police have yet to release suspect information, or a more detailed description of the car. a deadly attack in the south bay. it happened late last night in san jose- on "san simeon way" in the seven trees neighborhood. officers responded to the scene just before midnight and found a man suffering from a possible fight or attack. paramedics rushed him to the hos

the storm swept across ventura, santa barbara and los angeles county about 2:30 tuesday morning while many were home sleeping. >> it sounded like a freight train coming down the hill. you could hear these boulders running down. >> there were -- some of the worst damage was in montecito. the community of 9,000 people including many celebrities. oprah winfrey posted video on instagram of mud outside her home and the helicopter she said was saving a neighbor. muds and water pushed cars off streets and brought down trees and power lines and moved massive boulders across roads and rescuers were trying to reach people in their homes. some houses were swept completely -- one 14-year-old girl was rescued after spending trapped in mud up to her neck. >> this is the worst we have seen. we thought the fire was terrible and this is devastation. >> the santa barbara sheriff compare it's to a war zone. >> it looked like a world war i battle zone. it was carpet and debris. >> search dogs have been called in to find people missing and the california national guard mobilized black hawk helicopter crew

i represent a little bit of los angeles county, but i represent all of ventura county and we have the issue of expensive housing, and that's an issue for us. what another issue has been is that our housing authority in the city of ventura has been told by the va that the vouchers can only -- they have some outstanding vouchers and right now the city of ventura is only using 67% of the vouchers that are allocated to them or the funding allocated to them. so what the va has been telling them is that those vouchers can only go to chronically homeless veterans, and i want to know if that's true or not and if it is true, to be chronically homeless, you have to be, you know, out on the street for a long period of time. it's almost like you have to be on the street for a year before you can even qualify to be chronically homeless, at least based on my understanding of that definition. so could you speak to that? >> i'm going to ask dr. hair toys speak for va. >> we do concur on the numbers here and our number is 70% utilization and it is clear that utilization is low in vent you area county
