leana wen in here with me to talk about all of this. she's a cnn medical analyst and former health commissioner for the city of baltimore. dr. wen, briefly your thoughts on americans traveling more, airlines filling their planes, no more empty middle seats. these restrictions are being lifted. now the cruise lines making plans to set sail again, maybe in july. are you concerned we can travel safely again now? >> i think we can travel safely, especially for people who are fully vaccinated and i actually wish the cdc would come out and just say it in this kind of clear way and say if you want to travel, get vaccinated. once you're vaccinated, it's safe to travel. if you're not yet vaccinated, you have to take a lot of precautions and ideally limit your travel to nonessential travel only f you're fully vaccinated, your risk of getting coronavirus and spreading it to others is extremely low. so you should go and try to resume as much of a pre-pandemic life that you're comfortable with. >> dr. wen, you took strong issue with president biden'

wen, what were your thoughts when you heard dr. walensky say if you are fully vaccinated you can stop doing the things you were before because of the pandemic? >> i liked that part of what she had to say because i think we need to send a clear message that vaccination is back to the way of pre-pandemic life, and a major step that is missing is how do we know people are telling the truth. we talked about the honor store, and if you are go to the grocery store and you are fully vaccinated, but who is going to be checking to see if others are fully vaccinated, so if i bring my 4-year-old who is not fully vaccinated and he will be in a grocery store who are not fully vaccinated and could be a danger to him, so i am befuddled as to where this information is coming from, and i thought there would be something about outdoor mask guidance today and i was expecting to see if fully vaccinated others around others that are known to be fully vaccinated, can you let down your guards but i was not prepared to say we didn't need indoor -- >> isn'

leana wen, an e.r.sician and former baltimore health commissioner and talk about the state of play. dr. wen, you say that the key factor in terms of determining what can i do this weekend, where can i go and how can i do it is whether you are vaccinated. explain. >> well, we are at so much of a better place than we were last year at this time. last year we were talking about hunkering down with your family unit and we didn't know what was coming ahead of us, we just knew that it was going to be really grim and it was. and now we're at a totally different place where we're actually telling people if you're fully vaccinated, go out and see your friends and family, go travel, do the things that you've been missing the last 16 months. so it's a totally different place. but it is a totally different place for those who are fully vaccinated. those individuals are very well protected from becoming ill, from spreading coronavirus to others. but the risk to those who are unvaccinated remains really high. the ris

wen. i wanted to ask you about something that polo brought up in his story, and that is how young kids are going to model their behavior after their parents. in a situation where parents are allowed to do certain things, if they're vaccinated they can take off their masks indoors, according to the cdc guidelines. but kids younger than 12 can't get vaccinated. what do they do? how do you have that conversation as a parent? >> it's something i've been thinking a lot about because i have a 3 1/2 year old and a 1 year old. the 1 year old is not able to mask and i worry about this. before, everybody else around us was masked, so that helps to protect my 1-year-old. now if we go and most of the people are unmasked, i have no way to know if they're unvaccinated and unmasked, and therefore a potential danger to my children. i do think that with a 3 1/2 year old it's important for parents to continue to model masking. it will be hard to explain to a 3-year-old that i'm not wearing a mask because i'

wen joins me, now. so, fix it how?ch is that the cdc got the science correct. but they got the policy and the communication really wrong. i think that they were trying to give, essentially, individual-level guidance, as if they were a doctor. i think it's appropriate for a doctor to tell the patient, once h you are fully vaccinated, you are now well protected from getting covid-19. but that's very different from then saying that to the country. because it was then understood as community or societal-level guidance. which is the reason we have seen mask mandates just being dropped across the country. i think the biden administration, it may be too late to unring the bell and apply mask mandates, again. but i do think they can -- they can encourage certain locales and certain businesses that are continuing to have mask mandates in place. and i think they should really work on vaccine verification. because, at this point, that's really what's needed in a lot of places, especially with high le levels of transmission. >> so

leana wen. good to see you. can we start with the good news first? i think biden often likes to lead with the good news and he said 57% of american adults have one shot. that's a good level of protection for 60% adults so far, and we're still averaging more than a million shots, a million vaccinations per day. so i know we're always quick to say ouuh-oh, we're not at herd immunity yet, but we're getting there. >> right, and we have come a long way, alisyn. i think it's important to celebrate that. the fact we went up to at some point more than 3 million vaccinations given every day. the fact we now have 90% of americans living within five miles of being able to access a vaccine. i think this is huge. the biden administration deserves so much credit for expediting getting the supply of vaccines, increase in the distribution of vaccines. i think at this point we have to acknowledge there are still a lot of people who want to get vaccinated, have not yet in making vaccination easy and convenient for them, getting paid time off work, having the vaccinati

lena wen. dr. wen, you have been pushing for something along what we think might be coming out of the cdc. what are your thoughts? >> i cannot wait for the cdc announcement. overcaution has a price, and that price is that people have stopped paying attention to the cdc guidance, that the cdc is becoming increasingly irrelevant if what they're saying just seems separate from common sense. and common sense says that if you have a vaccine that's really effective, that protects you from getting infected, from spreading it to others, then you should be able to do a whole lot more than the cdc currently says that you can do. so, i really hope the cdc will come out and say, first of all, outdoors, safe for everyone. second, that fully vaccinated people can be around one another, including in large groups, in office settings, whatever settings, without restriction, and third, i hope the cdc also comes out with some kind of guidance on when additional restrictions like indoor mask mandates could be lifted.

wen.ou used to research, do research into the health care system in china. so you know a lot about how this works and lack of transparency. so thank you for being here. >> glad to be here to discuss this. >> is 90 days enough? and can this be done effectively without a u.s. team on the ground in that lab and interviewing people? i understand the w.h.o. is leading it. but at this point, what do you think? >> i don't think the w.h.o. was very effective at all. they didn't press china. and when the chinese government specifically said they weren't going to release records or make scientists available for interviews, they didn't press harder. and so i do think at this point it's appropriate for the u.s. government to take action into explore. but we really need to understand what happened. it's important for preventing the next pandemic if there was an intermediate airy animal, then we need to find that animal. otherwise, it continues to be a reservoir for disease. and if there was a lab leak,

wen. the thing is, when the cdc sort of said this about a week ago, it wasn't clear.e from dr. fauci. what's your read this morning? >> i love what dr. fauci said because that's really what the american people need to hear. it's something that clear, direct and practical. the cdc put out this complicated chart with faces in different colors, some with masks, some without masks. it was hard to determine. if you are outdoors, you're vaccinated, no need to wear a mask. i would go further than that and say, if your outdoors, full stop, you dont need to be wearing a mask. outdoors is the safest place to be if you are unvaccinated. i don't want unvaccinated people to be hanging out with each other at home indoors. i want them to go outside because that transmission rate is so much lower. i think people are just really tired of the pandemic and we have to give them ways to socialize and be with one another again. and that includes being outdoors and in the meantime trying to get vaccinated so you can also hang out with one another indoors. >> let me ask you about children no

leana wen, a former baltimore health commissioner, and cnn medical analyst. dr. wen, look.enal news for me. i have two 14-year-olds. i could not be more excited about this. walk us through how this works and some of the considerations, right? will the teenagers receive the same doses of the pfizer vaccine, as adults do? what do the trials show about the vaccine in this age group? >> well, first of all, john, i share your excitement and relief, as a parent, myself. i really want our children to be able to experience the benefit of these extraordinary vaccines, the way that we, as adults, do. so in terms of your question, the dose is the same for the 12-to-15-year-old category, as it is for 16-year-olds and above. the study, thus far, by pfizer, found that they -- they had more than 2,200 participants. and they found that there were 18 cases of covid-19 during their trial. all-18 cases were in the placebo group. that means that nobody who received the vaccine, ended up contracting coronavirus. so, this appears to be 100% efficacious in this 12-to-15-year-old group. great-safe

wen, we talked about this topic earlier in the week.i am wondering what your initial reaction to the new reporting is? >> well, i think it's really important that we get to the bottom of this. and clearly, the world health organization hasn't been successful in their effort. which would have been ideal. and so, i do think it's really important that the biden administration now takes a hard look at the two-dominant theories that there are. it's important that we find out, for the purposes of preventing the next pandemic. to know is this the spillover animal theory? or is there a lab leak? in which case, you might also want to strain better protections in labs. i do want to say, though, it's really important for whatever investigation that occurs to follow the scientific method. because the last thing that we want to do is to have a predetermined conclusion. and then, to cherry pick our answers accordingly. perhaps, that was the problem with the investigation under the trump administration. that they, already, had a conclusion in mind. an

leana wen. dr.this trump-era probe into whether this was a lab leak? >> look, ana, i think what we need at this point is an unbiased and full investigation, one that's based on the scientific method, which means you that don't go into this with a predetermined conclusion and then cherry-pick your data to fit that conclusion. i don't know if that's what was going on with the previous administration, with their probe, but i think what needs to happen now is we have these two hypotheses, one about the coronavirus emerging from animals to humans, the other being some type of lab leak. both need to be investigated. we need to look at all the facts on the ground. and again use the scientific method. we're not going into this saying one has to be correct. we need to look at all the science and information and the chinese government must be a lot more transparent than they have. >> it has been so long, though. we're talking about 18 months. how hard is it to backtrack? >> i think it's going to be difficult,

wen, thank you for being with us. result of exclusively or primarily the vaccines or the change of lifestyle. now, people are going back outside and we know how low the occurrence of transmission is outdoors. what are we seeing, is this a cumulative affect? >> i think it is, victor, and i think it's a combination of several things and the most important is the rise in vaccinations. when we have a lot of people in the community that now have immunity from coronavirus, when there is an infection, it has not that many places to spread so i think we could have had a really bad surge, similar to what we saw over the holidays but that's blunted because of the vaccinations, and i think being outdoors helps a lot because outdoors compared to indoors reduces transmission from 18 to 19 times. >> and moderna was talking yesterday about booster shots. what does the research suggest? for those of us who have been doubling vaccinated, will that wear off at the end of the year? when will we need booster shots? >> when the moderna an

say what you know about leona wen. she's distressed by this guidance. >> i worry. we're going to stores and other settings where they could be exposed. so if you're taking your kids to the grocery store or somewhere else, try to go at a time when there's not a lot of people around. if there's a lot of maskless people around, you suspect they could be unvaccinated, leave and come back later. >> tucker: okay. there's the problem there. people lie. it's human nature. not everyone not wearing a mask has actually been vaccinated. you just can't tell. unvaccinated people are like russian spies. they circulate stealthily among the rest of us pretending to be something they're not committing medical treason. undermining this nation from within. it's terrifying when you think about it. wait a second. why would someone who has been vaccinated worry about encounters an unvaccinated person masked or not? isn't the vaccinated person safe from covid infection? isn't that the point of getting the vaccine in the first place? honestly that is a fair question. unfortunately we're no

leana wen, great to see you.ople, and now you think the latest guidelines could delay herd immunity. where are you coming down on this? do think they messed up here? >> it's whiplash, we went from the cdc being way over cautious including being clear on whether or not vaccinated people could be safe outdoors without mask to the other side, where you can eliminate masks even for unvaccinated people, and the thing is there were unintended consequences of their actions, which is that they should have thought through what they say has a real and direct application on policy and as a result we have seen governors and mayors and business owners drop mask mandates and now we made life much less safe for those who are unvaccinated and young children who cannot be vaccinated. >> you talk about what state and local governments are doing. that goes nicely into what i wanted to ask you next, this morning on "state of the union," dr. walensky told dana bash that vaccination rates should be factored into local policies. let's
