president williams, have a couple questions for you. how would you say the fed is thinking about the taper as it relates to some of the issues that have taken place in emerging markets and what do you think you would be willing to do if that turmoil got worse? >> well, this is obviously another question that we've been thinking about and discussing quite a bit. colorly we're in a global financial system. our policies affect the flows of money across the globe and clearly emerging market countries are effected by hot money flows. both when we initiated our qe policies and now starting the taper. we obviously study this. take that into account of how it affects the global economy, how it feeds back into the u.s. economy. so far i see what's happened in the global economy is not any problem or a sign of a real difficulty there. obviously the international flows are shifting due to changes in interest rates. but it would take something much more severe in terms of disruption in financial markets for it to be a major -- into my mind, a major
