wilmington. a little warmer in wilmington, but for the most part we are seeing a nice little warm-up. look at that, temperatures 10 degrees warmer in boone than it was this time yesterday. 8 degrees warmer in asheville. significant for our viewing area. 11 degrees warmer, a warm-up is coming. we did make it up into the upper 40s yesterday afternoon, so we are running a little bit warmer than that. of course we had sunshine yesterday, too. and the clouds as they continue to hang around will keep temperatures from warming up as quickly through the afternoon. radar picture. we had a clear spot back to the west and we started to see it go back in. so, i don't know. we will collated variably cloudy for the remainder of the afternoon. i'm not sure how much sunshine we will see. we have an approaching system here. this system roles to the coast and will bring us rain wednesday, late tuesday night into early wednesday morning. and then it stalls along the coast and will continue to bring us precipitation thursday. but the question is in what form? we will talk more about that in just a minute

gusts. right now second day in a row, windchills stuck in the teens, it feels like 15 in philadelphia and 10 in reading and 14 in allentown and feels like 11 in millville and the windchill is 3 degrees, tonight clear skies and a very cold night, it stays windy, 15 degrees in the suburbs and 20 for center city, and tomorrow morning we have tough windchills but it's not quite as brutal as this morning. the bus stop forecast, breezy and cold and at 6:00, 20 degrees and 8:00, 22 and the windchill will be near 10, we are beginning to climb out of the deep freeze and temperatures moderating through the week and then by friday night and saturday, a major winter storm on the way and more with that from adam joseph. >> we are waiting for that piece of energy to enter the lower 48 that is happening now. this is the energy in the northwest that will meet up with the storm in texas and develop a nor'easter off the coast of virginia and the carolinas and have to make a long trek across the country as we go through the week and now the energy is in the lower 48 our super computers can ingest this information and try to fine tune exactly where the placement will be, just entering the lower 48 we are still three days away with in unknowns, the track is uncertain at this points and the strength and movement we have to fine tune over the next 24 to 36 miles per hours, also the ocean temperatures for this time of year, running way above average, that will do one of two things, it will help develop the storm quicker and bring a bigger storm but if it's close to the coast it will throw a lot of warm air and that means mixing for places south and east of the philadelphia and that limits the location of who sees the heavy snow, is it the northwest or south and east if the storm is further off the coast. at this points there is a high risk that someone is going to see a heavy snowfall. are you talking about plowable and shovable snow. icing and extreme cold does not look likely, not a lot of cold air or ice to form sleet and strong winds and coastal flooding is high and a powerful storm that develops in the mid atlantic. we'll chat about the temperatures and more on was wondering moments ago why there was not more accidents, especially with the slippery conditions, and it's because some of you are listening, and a lot of people are not driving on the roadways so there's not a lot of collisions happening. what we see happening are cars moving off, drifting into the shoulder, rolling down the offramp, stuck on the side, and this is the vine tree expressway, turned around to face this disabled truck that's been here for about two hours, and this is pretty much the majority of what we are seeing now, cars not able to navigate around the roadways. off the offramp, the back roads, more delay, and less plowed areas than normal. now, you can see the disabled vehicle on the side. this is a list of the disabled vehicles counted, 20 over the last half hour, and they disappear and come back because the cars just keep getting stuck. chester county, upper moreland, and in new jersey, the same story, disabled vehicles in the areament right here, okay on avenue. wind is howling, looks like rapids on the river. all the snow is moving out of here. looking like it's not snowed here. there's a little left here. that is mixed with sand and some of the foam you see there is coming off of the ocean. this is about high tide, what we expected to see at this point. good news, people are not driving. we heard from the police who told us they shut down the north access to the island, route 149 is shut down now because of worse flooding that's further on down in that direction. there were police activity over there. they were worried that some folks might have got caught up in that. right now, roads ared off at this point. where we are, the concern is that some of the ocean water is going to continue to breach the dune, and, again, take a closer look over here, you can see that color on top of the remaining snow snt street. that is all sand blowing in, and the sand is hitting us in the face. we can tell you, it's not nice to be out here walking around. watching rising water in the streets in the area. one more look around down here. you can just see how the wind is whipping the water down southerly towards wildwood from where we are to north wildwood. >> concerned about the high tides and high winds. let's look at people getting cars off the snow route. snow emergency routes in center city, philadelphia. snow emergency declared, so people have to get the cars off the routes or be towed. ticketed and towed. you had warning about this. do it. it's important. you're going to get towed. >> 14 hours into the storm. let's check in with billy. >>> leading to flooding concerns at the shore, storm surge from new jersey to delaware this morning, and the winds, seen as high as 60, 66 miles per hour for the jersey shore, and topping sixty in southern delaware, and 72 gusts for louis, delaware, and the gusts will be intensifying this morning. around high tide now, and delawares have a storm surge of more than four feet. high tide, just a couple minutes past that, but it elevated the water with sturch of three feet in cape may area, and off the high tide now, but in each location, we got to watch the high tides for this evening and possibly tomorrow morning, all dependent on the wind, onshore winds that continue. there's been a break at times from cape may, but it's moving back in. we saw the break in delaware. now there's snow falling in dover, and just to the south in southern delaware, and in the cape may area and atlantic city area, it all started as snow. well, it's still snow in at lap tick city. the rain is offshore. it's a wet snow. a heavy snow that extends well inland. there is dry areas covering south jersey and philadelphia area, a temporary drying or easing of the storm. we expect more heavy snow to fill back in the philadelphia area. for now, that heavier snowfall is falling to the north, at times, through bucks county. we have seen heavy snow, and into the lehigh valley, and right now, coming down in the area in burlington county. heavy snowfall. that said, this is a change that we didn't have first thing this morning. we could not even see across the delaware because of the blowing snow and very limited visibility. this is an issue during the day, especially in inland areas where the snow is not well because the temperatures are colder for philadelphia and areas north and west. it's going to be easier to blow around, reduce visibility at times to zero during the day today. all right, a look ahead now. karen thomas is in with that. karen, what are we looking at right now? >>, bill, we check snow accumulations as they come in, and right now, nearly a foot of snow has fallen in new jersey. we want to go ahead and see how much more snow to expect in the various areas across the region, and as we put future snowcast into motion, you see that rain/snow line there down in southern delaware as well as well as just off the shoreline there of cape may, but the heavy bands of snow at 2:00 today, falling northwest at fifth, and then we still have snow falling in large portion of the coverage area, and the system is out of here in the early hours. okay, regionally region, what to expect. in delaware county and chester county, this is it right now. this is inclusive of what's already on the ground between 17-23 inches across the area, just south of pottstown, and king of prussia area, and looking in wagner, concord, look for the same swath of 18-23 inches, and then with isolated areas moving right through westchester, embedded 23 i'ms of snowfall once it's said and done. look at the shore, the beaches, we know 4-8 inches of snowfall already came, turned over to rain, and more is expected down there later on today as the massive system continues to push northeast. in atlantic city, total accumulations there, again, the rain/snow line continues to push to the north, but then it will retreat. back with more numbers in a bit. >> all right, karen, stormforce 10 going down the road, 95, you see just one pathway there. the plows can't keep up with all the snow that's coming down. it is not a good thing if you're on the roads, trying to clear the it around. i walked in here outside philadelphia, and what i saw was snow blowing across the avenue, which had not been plowed. we were out there on the patio. we are on live through 6:30. see a lot of snow, there's so much more to come. >> there is. some areas are seeing heavy snow while others are getting a break, a dry slot, common in a storm like this, and has worked through parts of south jersey and into the philadelphia area. that's why when you guys look behind you on those big monitors back there, you can see across the river, that's improved visibility. is not a blizzard condition. you see blizzards where the visibility is coming down. one of the areas, the pocono mountains, snow is blowing past the camera. it's not particularly heavy. there is snow now on the otherwise completely green trees in the mountains. this is blue mountain. they've made a lot of the snow. that's what you see on the ground, but they'll get a good amount from the storm system as it moves through during the day today. one of the indicators that we look for for how much snow is coming down is the visibility and the visibility's down to a quarter mile, combination of snowfall and strong gusty winds, and it's improved in coatesville as the snow is taking a break now for parts of the area. there's more heavy snowfall to come. >> thank you. this is market street. one thing you see a lot by county, and we are tracking the storm throughout the region. before we get to them, here's what we know so far. the storm is knocking out power in some portions of the region. atlantic electric reporting 19,000 out with several more, and southern delaware hit hard, 5400 sussex county customers in the dark. we talked to officials all morning as well, and the roads are only getting worse. that's what you need to know. don't drive if you don't have to. count on nbc 10 for live continuous coverage all day long through 6:30 tonight. >>> now is a time to download the app. if you lose power, see the power-up stations so you can go and charge devices. let's get you updated on the snow that's coming down. first alert meteorologist has been tracking it. what's happening now, bill? >> translator: intensity is changing over the last couple hours. we'll see more of the strong, gusty winds that led to the power outages, and i expect the number to go up. we still could see blizzard conditions at times in the day today with strong gusty winds, and it's already slippery, even with a little of snow on the ground, those areas that get plowed, more falls, very slippery conditions issue and some areas with zero visibility, low visibility comets this afternoon. coastal flooding, speciousing that this morning with the first high tide in the delaware beaches, rain, steady rain, now back in louis where they saw gusts up 72 miles per hour this morning. now, rainy again in cape may. it started off as snow this morning, and now we we want on air at 4:00, and atlantic city is seeing the changeover with rain moving in, but look at this dry slot that is now made it into south philadelphia and much lighter precipitation into bucks county where we saw some heavier snowfall on the ground first thing, in fact, parts of bucks county already seeing a foot on the ground. in fact, in the doylestown area, a foot of snow for jamison, more than 10 inches in the studio, and 9 in singing spring, and more snow on the way. that wind, that'll be a challenge all day long. winds will continue right on into this afternoon, and a steady, strong gusty wind in the day today, and that finally backs off a little bit this evening. and before it does, we've got more snow on the way. meteorologist karen thomas is here with that. karen? >> all right, bill, thank you. as you said, the snow continues into some areas, picking up heavier in the afternoon, and it has everybody asking, how much snow add i expected to get? our snow total maps shows us 1-23 inches total snow accumulation by tomorrow morning is expected. you see the blue watt here, the numbers areteresting to think our average total seasonal snowfall for philadelphia is 22 inches. we'll nail it in one system. 8-12 by the shoreline, and 12-17 north and west. chester county, these are snow totals you can expect. the heaviest snow2a has not ev rial finished off in the areas. more heavy snow expected, and look at that isolated swath there through westchester, just clipping garnet and concord township. 23-28 inches of snowfall possible. we'll keep breaking that down for you and we'll just span the region, if you will, and show you your total accumulation and what to expect throughout the day. >> all right, karen, thank you. talking about the snow coming down and high winds and poor visibility. usually you see the skyline beautiful behind us. it's really hard to see. very poor visibility. if that looks like that, you can imagine what it's like on the roads. >> looking outside our studios here at nbc 10, and mitch is live in montgomery county. last we checked 15 minutes ago, there was a lull in the snow. you were not seeing it. i know from walking into work, though, the wind is blowing. >> reporter: it's about the. the wind is the big problem at this point. also, there's a few little small little snow pellets coming down, almost, like, like balls of ice. i don't know that you call them hail, but they have a heft to them, and you can hear them pelting on your hood, on your clothes as you stand out here, but the wind is the real issue. the lull has continued. it's allowed crews to get to the side roads. monument road off of city avenue, and, for example, this parking lot behind the studios, they have a chance to dig out. city avenue down the way here, you can see there is asphalt, you can see the pavement. we've still seen cars get stuck coming up the hill, but this lull in the storm seems to have given the crews an advantage and allowed them to clean up some of the snow in advance what's to come. >> mitch, thanks. >>> we continue in delaware where officials are telling us that stay off the roads. deldot updated us last hour say with the crews working, mitch said it is about the wind. with the crews working, the winds blows snow on the road making clearing difficult so the roads are treacherous. >> this is a picture from bluerock stadium in wilmington, that's i-95. see what looks to be a utility vehicle in the background right now. because of the treacherous conditions, dart will not run statewide bus routes for the elder ll lly and disabled. >> someone out experiencing the in wilmington, they saw more than 20 inches of snow. close to wilmington'sal snowfall amounts for an entire season. this is what michelle and i were talking about a little bit earlier this morning. coastal flood warning in southern delaware is in effect until noon today. >>> it will take some time for crews to plow all of the roads across the region. we found this tractor tractor t stuck in the snow this bethlehem last night. it blocked four lanes of traffic near a busy intersection. and transportation services trying to bet back up and running. septa says bus service will be restored on a route by route basis starting at 10:00 this morning. city trolleys will resume with some delays. and later today we will get an update on the norristown high speed line and regional rail service. they're still shut down at this hour but that could change. new jersey transit officials say rails, bus, light rail and access link service will resume once conditions allow for it. no word on an exact time yet. as soon as we have more information, we will pass it along. >>> amtra

people catching the bus and eager to hop on board and get out of the cold weather. and since we're under 20 degrees a code blue for many boosting efforts to help the homeless. a lot of people are gearing up for the possible storm at the end of the week getting salt and de-icing fluid. i spoke with somebody waiting for this train now. she says that it's really just all about getting inside as quickly as possible. take a listen. >> i'll try my best to put on so many layers i'm wearing thermal on the top and bottom. and i'm wearing a scarf and a thick sweater. i try my best to stay warm, stay inside instead of going out this time. >> reporter: and look at that. right on cue, live television usually doesn't work but here the train is arriving right on schedule to pick up these folks. they left the station where they were inside getting warm, now finally they can get on a warm train. we've seen some people waiting in cars, trying to stay warm before they go out. and get on the train. that's not a good idea, that is illegal in many parts of the area to leave your car unattended or idling so try not to do that. you can get your car stolen. always a good idea not to get your and the vine we're seeing a little bit of a slow-up about 18 minutes that will take about 3 or 4 minutes longer than it normally does northbound no problem there. so moving into lower frederick township there is an accident at gerloff road. you need to the tap the brakes. into new jersey a look at the 42 freeway drive times about five minutes north between route 55 and the walt whitman bridge. the same southbound, and the area bridges are free and clear of issues as well. >> thank you, katy. new information on the search for 12 marines who disappeared after a helicopter crash off the north shore of hawaii. search crews say they found life rafts from two marine helicopters that collided last week. they said some of the rafts were inflated. the coast guard found scattered turned himself in for a shooting a it a homeless shelter. he has been arraigned and charged with murder. john brock turned himself in to police last night accused of shooting two employees a it a engagement. is there a health fair, a job fare, children's carnival with arts, crafts and mural painting, all of these activity are meant to get people involved and inspired, social justice. governor tom wolf and mayor jim kenney are expect to be there. their volunteer work includes sorting and packing new and gently used clothe ago this will be donated through local non-profit organizations to low income men and women and employs men and women seeking employment. concluding the day the the philadelphia orchestra will perform its 26th annual mlk junior tribute concert which is happening in first measurable snowfall of the season, on january 17th. that is crazy. normally it is november when we see at least a little bit. new castle .8 of an inch. vineland, sicklerville about an inch but the most snow fell, at least where we have measuring the atlantic city international airport this was a coastal storm. while that has moved away a cold front that rushed in behind it is just off shore, so we're still seeing these northwesterly wind coming in and high pressure, is taking over, which means we will have sunshine today, but with this close proximity, between the high, and the departing cold front, we will be in between and we will get very high winds. so right now we don't really see anything much except a little bit of snow shower activity up around new york state and northern new jersey, but for us, it is dry, but very windy. we have flurries earlier, they are out of here. so let's talk temperature. will the real temperature is not what you dress for but 28 degrees. the that is pretty cold, in philadelphia, 13 degrees in mount pocono. eighteen in lancaster. twenty-eight in dover, delaware. the this is what it feels like though. we have a wind chill of 15 in the city. three below in the mountains and zero in lancaster. it feels like zero outside. chills in the teens and wildwood atlantic city, millville and dover. i think those numbers will get down as these wind pick up and morning goes on and more of that cold air rushes in, and settles in. 21 miles an hour sustained wind, even higher at 30 miles an hour, wind in wilmingtonith a 41-mile an her wind gusts, really, really windy there and this is the the the situation pretty much every where, throughout the day-to-day. so what happens is that 29 degrees, it is our high but it will feel like the teens and maybe even single digits, throughout the day, and very cold, again, tomorrow, and still kind of windy too, and with a high of only 30. now we will inch into the upper 30's on wednesday and thursday. we could have a weak system bringing us some snow showers or flurries overnight, wednesday into thursday. you may not even notice them but you will notice the system that we're talking about for friday into salt day. another coastal storm in the offing and this one depend on the track should give us some accumulating snow friday night into sat the day. stay tuned for more on that wilmington, 13 in boone, and 21 in asheville. only one spot in the entire state at least on this map with temperatures above freezing. and just barely, wilmington at 33 degrees. we will probably get close -- close to it later this afternoon in charlotte and fayetteville but it will never feel like freezing. it feels a 22 in charlotte with the windchill, 22 in fayetteville, 23 in lymington, coldest in boone at -3. temperatures are going to be like 20s for our viewing area for the rest of the day today. it is a pretty noticeable change, this is the actual temperature change, not the windchill change. but, it feels does it is 7 degrees colder in raleigh and 11 degrees colder in fayetteville. 10 degrees colder in wilmington, 6 degrees colder in charlotte. cold is the real story for the next several days. we're looking at teens from pittsburgh to charleston and cincinnati, and i picking on them because this is where the air is coming from. right out of the northwest where temperatures are in the teens. take it into the afternoon, we bump into the upper 20s to low 30s but it will only feel like 20s for the rest of the day. for pittsburgh, charleston and cincinnati, they never make it out of the low 20s. here's tomorrow morning. this morning, single digits for those three cities and tomorrow morning we see temperatures in the teens which is exactly what we will see. no change for us but that is a little bit of a warm-up for them. should warm things up just a touch wednesday afternoon. 32 at lunchtime, warming up to 37 degrees. as our precipitation begins, our temperatures are going to be a little bit above freezing wednesday but pretty quickly temperatures dewdrop and we will see morning lows dropping down

preview of one of the city' s biggest dr. martin luther king jr. day events today. dan: dr. martin luther king' s legacy will be celebrated and on it as people gather for a march. the march has never been cancelled in cincinnati in its now 41 years. it will be cold outside as an expected 1,000 people line up to march from here at the freedom center to fountain square and then to music hall. the theme of this year' s celebration, "mlk, we can' t wait," focuses on promoting racial justice and equity beyond one day. the marching set to kick off around 10:00 a.m., and temperatures are expected to be bitter cold. people involved are giving a strong warning to be smart and bundle up. >> if folks want to come and will welcome them, but we also encourage people to be smart. the weather really is a serious thing. dan: at fountain square, partway through the march, a prayer service at fountain square. they will also be a celebration at music hall. live at the freedom center, dan griffin, wlwt news 5. mark: also celebrating martin luther king jr. today at the cincinnati museum center. the center will kick off its celebrate the dream event at 10:00 this morning. the rotunda will tranform into what the center is calling a bustling african marketplace. community groups will present performances including traditional african dances, poetry readings, traditional storytelling and music. participants will also have the opportunity to create their own quilting square, find their rhythm as they beat the drum, and speak with local members of the tuskegee airmen, america' s all-african-american world war ii fighter squadron. lisa: the first democratic debate of 2016 wrapped up last night in charleston, south carolina. it also happens to be the last democratic debate before the voting starts in iowa less than two weeks away now. wlwt news 5' s miriah turner gives us a recap of last night' s debate from the live alert desk. miriah: lisa, the three candidates took the stage in charleston, south carolina, last night. hillary clinton, bernie sanders, and martin o' malley appeared just blocks from the site of the deadly mass shooting at emanuel a.m.e. church. the debate focused on two big issues, health care and gun control. former governor of maryland martin o' malley called the issue of gun control "personal." vermont senator bernie sanders spoke about his "medicare for all" plan, while former secretary of state hillary clinton noted her support for obamacare. the two front-runners argued over sanders' flip-flops on gun-control policies. mr. sanders: well, i think secretary clinton knows what she i have a d-minus voting record from nra. mrs. clinton: i am pleased to hear that senator sanders has reversed his position on immunity, and i look forward to him joining those members of congress who have already introduced legislation. miriah: candidates also discussed police brutality, campaign finance reform, and regulating wall street. now interest here in our region. the urban league young professionals gathered to watch the debate at the gamers lounge in sharonville. organizers say on the eve of martin luther king day, many of the issues that were being fought for decades ago are still s the high unemployment of african-americans, whether it' s voting rights that whether it' s justice reform. we' so tonight we' re hoping to hear issues. lisa: the next democratic debate is set for february 11th in wisconsin. debate again january 28th in iowa. mark: donald trump and ted cruz are locked in a razor-tight race just two weeks ahead of the iowa caucus. and with time running out there, both candidates are increasing their attacks on each other. trump is now questioning a loan that ted cruz took out from goldman sachs during his 2012 senate run that he failed to disclose in federal campaign finance documents. cruz shot back, saying that trump doesn' t react well when he' s going down in the polls. he also criticized his negative rhetoric on twitter towards other candidates. mr. cruz: it seems donald has a lot of nervous energy and for whatever reason, donald doesn' t react well when he' s going down in the polls. mr. trump: he finally went off the wagon a little bit and went a little crazy. mark: ted cruz criss-crossed new hampshire this weekend, making stops at 17 events in 10 lisa: florida governor rick scott toured tornado damage after storms ripped through the southwest part of the state. two people were killed and dozens of homes were destroyed as an ef-2 tornado swept through manatee county. the national weather service says winds reached up to 127 miles per hour and caused destruction along a nine-mile stretch. in sarasota county, another ef-2 storm blasted through the area with winds reaching 132 miles per hour. mark: closer to home, police have identified the victim of a weekend homicide in westwood. the victim is 23-year-old kareem howell. just before 6:00 p.m. saturday, police were called to a wooded trail behind the 3100 block of bracken woods lane for report of a person down. when police arrived, they found howell with a gunshot wound. he was taken to uc medical where he
