victor, thank you. >>> and the remnants of debby will move into the northeast on friday.'s get right to abc's chef meteorologist ginger zee in north carolina. hi, ginger. >> hey, the surf is kicking here, linsey, at wrightsville beach. that storm is still 80 miles south of myrtle beach. it has barely moved all day. the forward motion north-northeast at 3 miles per hour. look at the pennsylvania flood watches that are up now, all the way down still through parts of georgia. but it's spinning and it will eventually turn back, and that's why we've had the onshore flow that's created tornado watch. so, from morehead city to wilmington here to myrtle beach, we have that until 11:00 p.m. timing-wise, second landfall happens overnight. then, look what happens tomorrow afternoon. that shield of rain that has really blown up with a lot of convection tonight is going from raleigh to roanoke to charlotte, so, it's well inland. and that's where the flash flood concerns also will be, into even pennsylvania, maryland, west virginia, right through appalachia, and eventually up into west

we're tracking hurricane debbie into the north side of florida. we're very concerned about a variety of impacts. the storm surge will be a big deal. the flooding rain will be the number one impact that we're most concerned about, but also strong winds. and this is going to creep up the coast all week long just east of the point of landfall, there will be gusts of wind 80 to 100mph. but we'll also see squalls off and on all week near the carolina coast, between 60 and potentially up to 80mph. along with that, some very, very heavy rain. that is going to be a tremendously dangerous storm. and areas around charleston and savannah just barely inland from those spots. we're forecasting 18 to 24in of rain. so major flooding along with the storm surge as well. andrew and rhiannon, back to you all right. >> now to vice president kamala harris is set to officially accept the democratic nomination once every delegate has cast their ballot virtually. she's also poised to make a final decision on her running mate. here's abc's alison kosik this morning. >> ne

>> well, linsey, debby's finally on the move. you know, downgraded to a depression, but that doesn't diminish the impact it will have through the mid-atlantic and into the northeast. we have flood watches that are out from the carolinas all the way to new england. the tornado watch was now expanded from north carolina all the way up into the d.c. area. so, let's time this out for you. we have an active tornado warning north of morehead city. the heaviest rain over north carolina and western virginia tonight, into baltimore and d.c. tomorrow morning. and really hammering central pennsylvania. state college, williamsport, even up to elmira, new york. you do not want to be on i-87 during the afternoon hours tomorrow. very heavy rain. and then the threat for flash flooding, damaging winds, even isolated tornadoes right down into the new york city area. the good news is, it leaves the scene and we're back to beautiful weather, probably cleaning up, though, over the weekend. the highest risk of flash flooding from harrisburg to burling

he's been tracking debby and debbie is far from done. yeah, a long way to go. and really it is just because it's moving so slowly. that's why we're worried about all the rainfall. you've got that storm system that's getting a block by ridge of high pressure the north. so it's kind of stalled out. it is moving very, very slow. watch the track, though. you can see just over the last couple of hours trying to make its way back out over open water. something else that we did not want to see as these systems get over open waters again, they can start to gather their strength. now, it doesn't look like it will become a hurricane again as lost the i formation within that system. but it will likely gather strength and pick up more moisture, be able to drop that onshore because it's not moving very fast. that's going to cause a lot of problems. in fact, you can see the area shaded there in purple. those are places that are seen over 5 inches of rain and county, some places much as 13 inches of rain. and now we're talking about another, maybe 20, maybe 25 inches of rain

debby intensifying rapidly on this sunday night. we'll be coming onshore in the big bend area of florida as a category 1 hurricane. we've got tropical storm watches, warnings, hurricane watches all across florida, the panhandle, back towards georgia and south carolina. it's the wind, over 75 miles per hour. the rain and the storm surge as high as 10 feet, prompting watches and warnings tonight. in the meantime, the track will take it over that warm water, intensifying rapidly overnight and slamming into the florida coast after around 2:00 a.m. monday. now, once we get into the early part of your monday and then into tuesday, it does start to decrease in intensity, but the rainfall, that is what's going to be very impressive with this storm. 8 to 12 inches across florida. this it meanders off the coast of the carolinas. 10 to 12 inches by thursday. this could be historic and potentially catastrophic for south carolina and georgia. we're watching debby as we head into your monday. dry for the rest of the country in the midsection and
