detroit school system calling it a half day for students in the detroit school system. we understand the police are evacuating some of the buildings. widespread power outages in that city. temperatures are 30 degrees. so it is a little chilly. imagine how frightened people are who are trapped in some elevators in the high-rise buildings. rick leventhal is in the newsroom talking to folks on the ground. rick? >> reporter: we don't have word what caused this power outage. we're told investigators are looking into the matter. it does not affect the entire city of detroit. it affects part of the city served by the public lighting departent. it is affecting many buildings as you mentioned including several major structures including the joe lewis arena and detroit institute of the arts. many schools are reporting power outages. they're moving to half day, early dismissal because of the power issue. firehouses have been without power since 10:30 this morning. some have generators so they have emergency power. there are crews responding to people stuck in elevators in many bui

most of the cases cluster in detroit with nearly 6,000 cases, detroit outpaces 37 states. in the city is now handing out masks on public transit. there are indications that people in detroit are taking this seriously, staying home, and it's working. the system director for infectious disease prevention in detroit says indications are good, and that means there is a chance that hospitals will be able to handle the volume of patients. >> we've seen a number of new cases start to decrease day over day for about the last three to four days, but as i look at what the burden is on our health care systems, we still have an unbelievable number of patients in our hospitals, and unbelievable number of patients on ventilators and nicus. we are preparing for this to go on for another several weeks. >> in the event that patients overwhelm the hospitals they are, the army corps of engineers is converting to convention centers in the suburban showplace into field hospitals.

detroit may be the canary in the coal mine here.y got in my opinion about a dozen cities around the country that are in -- severe financial trouble. again, that doesn't mean they are going to go bankrupt. you are talking about my hometown or chicago. you are talking about a lot of cities by the way in california. cities like oakland, san bernardino, that are in severe trouble. the trouble with all of these sthgs the same. they have these incredible pension programs they can't pay for and that means they have to cut fire service, reply service, school. here's the big problem. let me say this. i actually think that bankruptcy is -- not a bad option here for cities like detroit. it is a way that -- for them to hit the restart button and maybe -- you know, start over again. i'm optimistic about american cities if they can start over and get rid of the huge debts, you know, many people are moving back to cities like chicago and so on. if they can get those debts under control. >> what steve is saying same thing when the governments start

these cities, detroit is in sort of a borrow tax, spend cycle.s something a bailout won't get them out of, but bankruptcy will. allows debtors to shed liabilities difficult to shed in the normal process of doing things, especially when you have powerful unions and pensioners in the way. i think this is a painful but necessary process that detroit has to go through, and cautionary tale for many other cities. mayor bing is right, they're not the only one. >> the cautionary tale, a lot of them will use detroit to cram more austerity down the throats of the united states. every study that supposedly said cutting was a good idea has been disprove en. in england, can't even save the bath water with the baby. now they're going to use detroit as an excuse to do more of this. republicans unfortunately when the economy is good, they want to cut spending and taxes, when the economy is bad they want to cut spending and taxes, that's just their answer to everything. here is where we need spending to help. that's just the reality. >> but detroit is not really
