early morning shooting in northeast baltimore.a man lying on a sidewalk around 2:00 a.m. friday. he had multiple gunshot wounds to the torso. he was transported to johns hopkins hospital where he was later pronounced dead. a guilty plea from the maryland woman accused of killing her two adopted daughters and then storing their bodies in a freezer. a plea to a talipes charge involved a third adopted daughter. that girl was found wandering around the neighborhood after jumping out of it went up. after the child was found, authorities searched her home and found the remains. she could receive up to 25 years in prison. she is facing separate first- degree murder charges in the death of her other daughter is in montgomery county. the baltimore city police officer is charged with sexually assaulting a young girl and has pled guilty. he entered the plea on thursday before the trial was to begin. it happened in march 2008 after he is admitted he took the girl to was in his care to the basement, pulled down her pants, and fondled her. his

the first of 51 speed cameras in the city went up today near walter and glen more avenues in northeast baltimore. today mayor sheila dixon was joined by students to announce the new automated speed monitoring program. >> it's a force multiplier for the baltimore city police department and they can stand silent watch and be vigilant and hopefully they don't issue a single ticket. >> we're going to be looking at other alternative ways to deal with speeding, round abouts, taking out streets and changing them to bump-outs. >> notification signs will be put up so drivers know they are approaching a speed check zone. the new speed camera law starts october 1st. for the first month drivers who exceed the speed limit by at least 12 miles per hour will get a warning this the mail. after that, though, you're subject to a $40 citation. >>> and now to another danger on the roads. texting behind the wheel. maryland's new ban on texting while driving goes into effect on hearse thursday. it prohibits sending texts but not reading texts while you're driving. if you are caught sending a text message you will be

jennifer franciotti joins us live from northeast baltimore with more on the story. >> it's going to be hard for a lot of folks to get used to. on thursday a new state law will take effect allowing the speed cameras. that's when baltimore city along with the state highway administration will join montgomery in going after speeders. with speeding an issue in baltimore city, 51 speed cameras are going up. for more than a year speed warning signs and red light cameras have been used to do research to find out where speeding is the worst. >> we're trying to find the best locations, matching that up with the accident data so we know where there have been both traffic accidents as well as accidents with pedestrians, and then trying to make our best engineering judgment about where the cameras will be placed. >> by law the cameras must be placed within a quarter mile of the school zone. >> we put a task force about two years ago. this was one of the biggest issues in our neighborhoods, the speeding within neighborhoods. we're hoping that this effort will help to educate the public in slowing p
