mostly, the police officers at, parking and traffic. you do not find anything wrong with that. let's talk about the police budget. a police department that does not even know what the hell is going on with budgets. simple accounting. they know counting, but they do not know what the real costs are. i will tell you what the real costs are. we are going to hit the wall in three or four years. you have massive layoffs coming in san francisco. you have got pension cuts coming, unless you do something radical now. you have got to cut payroll at the upper end. the civil grand jury investigated and said that the city can no longer pay them. but you do not find any problem with that. nobody wants to talk about that. the compound at 10% per year. a policeman and retired in 2005, 2010, he is making 140% of his pension or more. i thank you for your time. >> a thank you. my name is barbara gross. i am a concerned citizen of this city, and do you not dare slam the gavel down again when another person is here and has not even vacated when the public comment is closed. we did not have a chance

police officer that you never read. a fellow police officer and it's it is it's a huge problem and you know when you want to talk about thelack of accountability you know it's very very difficult for a police officer to get fired i mean you have to sort of blatantly violate the law you know through excessive force you can build a long record on that and never get tired the one way that you can be certain to get fired as a police officer is to report misconduct of a fellow police officer that's when they're held accountable and i think that's i mean talk about incentives i mean that's really where the problem is i think that's incredible and if that moment you would think that perhaps the police officers you in are they behind the guy that was the whistleblower and decided to stand up for law and order and be a good citizen or quite the opposite it's quite the opposite and i mean i've you know about once a month i would write about a story where there was some police misconduct and there were a couple of good cops who reported the misconduct and they tend to get worse punishment than the ones who committed the actual misco

that tells you the level of interest people have in community policing. the reason that we in my office wanted to have this hearing prior to the police commission sending names to the mayor for a recommendation is because we wanted to make sure that as we are choosing a chief, as we as a city are choosing a chief, that the person who is selected is going to have as much of a commitment to community policing as possible you mention that you want, or some folks indicated that you want a cop's cop, which is something i appreciate. but you can see here in this chamber people are wearing a sticker that says "we want a community police chief." they want a community cop as well. [tone!] supervisor avalos: what detailed do you have or how shall we try to procure more information about the joint task force? >> i think the starting point is the question they have refused to answer for reasons we do not understand. how many officers does the police department currently have a signed? under what rules are the operating? 8.0 are the rules of the police commission rules. the general orders can only be changed or receive a waiver after a public hearing by the police commission. that is the way our civilian oversight system works. we do not know if san francisco officers are collecting intelligence under our rules and values or under the fbi rules passed in the later months of the bush administration. our rules are consistent with the california constitutional right to privacy put in by the voters of the state in 1974. we're talking about san francisco v

the best use of resources at this time. many people who are opposed say it doesn't work. community policing suffered when the police officersre cut. most people agree you have to reinstate the number of police officers. why take that many resources and concentrate it on an effort that's not guaranteed to make the area safer. look at san francisco as another case. a state of terrible murders in the mission area. we are in the studio in this area and the question that's coming up, my supervisor compos and others when they meet this week is do gang injunction in san francisco, it has been in place for three years in this area, is it working. so they are questioning the ef kasi of gang injunctions and the same thing in oakland. >> what does the average person who is living in one of these neighborhoods controlled by these gangs us a tensably controlled by the gangs do they want them out or in or controlled? >> people want to be safe. but the thing is when you are measuring if gang injunctions actually work, you are looking at qualitative and kwan taytive data. it is hard to be sure. for example, a police department can look at

intoxication if you're so drunk that you are a danger for yourself or others, and it is up to the police officer to decide whether you fit that description. i was looking at the civil rights lawsuit alleged police were misusing the slot to basically clean up the streets common so we asked out of -- miss using the law to basically clean up the streets, so we asked how many people have been arrested for intoxication, and they got back to me and said, 5000 a year. he said that is a mistake. he said, you put a 0 on the end. i called him back, and said few double check this. we were curious about what was going on in san jose, and we started to lookin into these charges, and we also started to look at other discretionary crimes, the kinds which police are the arbiters of whether or not you reach a probable cause, and we found out san jose was busting people right and left for public intoxication or resisting arrest or disturbing the peace and all sorts of crimes, and the racial disparities were off the charts when we compare them to other cities. public intoxication, there were 57% latino people bein
