sal castaneda is live there to let us know what is stake here. good afternoon. >> reporter: good afternoon, tory, as you mentioned hercules does have its own police department but that could change next month. hercules city officials say unless residents approve a utility tax hike the city will no longer be able to afford its own police department. on june 4th measure a will ask voters for an increase in the utility tax from 6 to 8%. >> we have been talking with the county sheriff about the costs of outsourcing police services to the county. we will probably have to go to the county if measure a doesn't pass. >> hercules is a city of 24,000 people with a 12.9 million dollar budget. the city manager says the city collects 2.2 million dollars on a 6% tax on electric, phone, water and gas bills, if the measure a is approved the city stands to collect 1 million dollars more. although city leaders are optimistic about the measure passing the city manager told us the worse case budget is being drawn up. in addition to cutting those police, other progra

this morning in berkeley some heavy limbs fell on the 1800 block of sal castaneda street. high winds toppled a 75-foot tree that snagged some wires. it happened on northern avenue in mill valley. the tree landed on top of a car. about 360 customers were without power until 3:30 this morning. public works crews had to cut the tree up into pieces and haul it away. a high wind advisory was in effect for several bay area bridges last night including the bay bridge but that was canceled. back here live the southbound lane from lincoln way all the way to lake merced again is shut down. we're live in san francisco i'm tara moriarty ktvu channel 2 news. >>> now to our continuing coverage of the disaster in oklahoma. search and rescue efforts are coming to an end. emergency personnel believe there are no more survivors. 2 people were killed including nine children. the national weather service had upgraded the intensity of the tornado to an ef-5. that is the strongest possible with winds measuring more than 200 miles an hour. >> i was praying to god. honestly i thought i wasn't goi
