suspect, the shooting unfolded in magnolia delaware, corporal lloyd mccann was on patrol when he spotted hicks of milford, delaware, he was wanted for choking his girlfriend early that morning. he stopped the car and hicks got out and immediately started shooting, mccann was hit twice but is recuperating. we'll have the latest coming up tonight on "action news" at 6:00. >>> a philadelphia woman is speaking out after she was targeted in a violence robbery. it happened in the 1600 block of roosevelt boulevard. after the victim was making her way into the apartment. sara bloomquist has the story. this video shows the 45-year-old woman struggling with the attacker in her apartment building on the roosevelt boulevard. >> they said give me your bag and give me your jewelry. >> the victim has bruises on her arms. >> he threatened to kill you. what did he say? >> he said give me the money i blow off your head, i have family and problems, i need the money. >> it happened at 10:00 p.m., video shows the suspect following her across the parking lot and just in side he grabbed her, he grabs her by the neck

charges should be brought against those who were involved including the officers and then, director hick's group at the occ also responds to every officer involved shoot and once they receive a complaint, they continue with it and start the initial investigation without a complaint and then they move forward with an investigation and so we have the independent investigations and what everybody waits for is the da office to sign-off on these, there were 22 pending and a conversation about what is taking so long? some of them were close to two years old and maybe a couple older than that, and so what i did was i took it upon myself and with the permission of the other commissioners and i spoke to the da. and i explained this to him. and we do we talked about there is an issue with the time that it takes for the medical examiner to close out and make their findings. and so, that has been one of the issues that we have had to deal with and i think that it is well noted some of the issues in the staffing and the medical examiner's office and given that there are 22 cases and of those 22 i think
