senator cardin: senator corker thank you very much. i want to agree with you in the role that senator menendez has played. the congressional review of the iranian reports that we hope will be presented in june. senator menendez enjoys the strong thanks for the incredible leadership he has given in the senate foreign relations committee as its chairman and as ranking member. i am honored to be the ranking member. i did not want to become ranking member under these circumstances and i hope that the menendez's -- senator menendez's issues will be revolved -- result quickly. i represent the democratic members, but in a broader sense i think we both represent all the members of the senate in bringing as much unity as we can to foreign policy in this country. i look forward to working for you -- working with you in that regard. it is clear to me that there is a strong common commitment in the congress of the united states and the white house, to make sure that iran never becomes a nuclear weapon state. that is our objective. that is a game c

senator cardin said we don't trust iran. senator corker said he believes that the obama administration has given up too much although he hasn't seen the final details. do you agree with that assessment? >> when we look at the iran situation -- first, i worked with bob corker on a lot of issues when i was on the foreign relations committee. particularly during the arab spring when the administration was going into libya without coming to the congress. there are three things we need to look at with respect to the iran deal. the first is i do not believe that you can have a legally binding international commitment without the full consent of the congress. not the oversight that they are offering in this bill although i would say i think he's made quite an accomplishment by getting this bill through the committee in the form it is -- >> you think it needs approval as if it were a treaty. >> specific approval. i said this when the bush administration was putting together the strategic framework agreement together in iraq in '08.

senator cardin: i think this is the right way for congress to take up this issue. i think it's congressional prerogative and we have to oppose the sanctions and take it up. gloria: with bipartisan agreement, congress will get the review authority on any deal with iran and somewhat surprisingly, the president seems to be going along. president obama: both senator corker and senator cardin at least in my understanding agreed that there's not going to be a whole bunch of poison pills or additional provisions or amendments added to it and that they will be protective of this being a straightforward fair process for congress to be able to evaluate any deal that we may come up with and then register its views but that it's not going to be tilted in the direction of trying to kill the deal. gloria: so why the presidential change the heart, peter? the president's been saying, no, no no, no, no, congress can't intervene at all and now he said yes. peter: whatever else you want to say about president obama and his white house, they know how to count and the count wasn't very

but assuming that what lands on my desk is what senators corker and cardin agree to, i will sign it. and that will then give congress an opportunity to see do we have a deal that reflects the political agreement i talked about earlier. i expect that it will. with respect to the issue of sanctions coming down, i don't want to get out ahead of john kerry in my negotiators in terms of how to craft this. i would make a general observation that is that how sanctions are lessened, how we snap back sanctions if there's a violation, there are a lot of different mechanisms and ways to do that, part of john's job, and part of the iranian negotiators' job and part of the p5 plus 1's job is to sometimes find formulas that get to our main concerns while allowing the other side to make a presentation to their body politic that is more acceptable. our main concern here is making sure that if iran doesn't abide by its agreement, that we don't have to jump through a bunch of hoops to reinstate sanctions. that's our main concern. i think that goal of having in reserve the possibility of putting back a
