. >>> mitch mcconnell knew this day was coming. since election night when donald trump was declared the winner of the electoral college and the loser of the people's vote, mitch mcconnell knew this day was coming, he just didn't know it would be this bad. mitch mcconnell knew that with a republican president, the republican senate was actually going to have to try to deliver a bill that would repeal and replace obamacare. republicans in the senate had pushed bills like that under president obama when they knew it wasn't a real legislative thing. they knew the democrats would filibuster the senate and the senate would veto just whatever they passed. of course the president would veto it. mitch mcconnell knew and has known for years that it would be impossible to write a bill that repeals and replaces obamacare that would not be described as mean by any reasonable person or even an unreasonable person. mitch mcconnell had every right to believe that he dodged this disaster in march when paul ryan would not let his health care bill go

mitch mcconnell can afford to lose two. so far, publicly mitch mcconnell has lost nine votes. nine republicans were ready to vote against mitch mcconnell's bill if he brought it to a vote this week. the latest whip count after the seemingly pointless meeting with republican senators and president trump at the white house shows that there are now eight republicans ready to vote no. ron johnson was moved from the no column to the undecided column today because he said he was simply unable to vote on the bill this week. and so by delaying the vote, it now becomes theoretically possible to get ron johnson's vote. but mitch mcconnell's biggest problem isn't actually the number of senators who are against the bill publicly. it's the number of senators who have said publicly that they are for the bill. there are only five of them. mitch mcconnell, mike enzi, lamar alexander, and jim enhop. that is it. no one else is willing to say they support mitch mcconnell's bill. that leaves 39 republican senators undecided. i have never seen less support for a majority leader's top-priority bill

so mitch mcdonald always wconneo thread a fine needle. look back in may, mitch mcconnell says i don't know if we'll be able to do this. a relative candid assessment. i will say, i thought manu's reporting was really important. mcconnell and cornyn are savvy consumers of the way in which politics works. i'm very skeptical that all of a sudden they go on july 4th recess, return july 8th and susan collins' doubts of maine, doubts about the bill suddenly disappear, or mike lee or rand paul. these things, mark and i covered congress a long time together. usually when it sits out there, it becomes a pinata. what you don't want it sitting out there. seems unlikely to me that views today, that june 27, susan collins with view is radically different than the july 15th or pick a date in the future. i think they're right to try to push. i think it just delays what may wind up being inevitable. there just isn't a coalition between the senate and conservatives that get to 50. >> 50 is the key vote, mark, as you know. 52 republicans. 48 democrats, and

gloria, i want to get your reaction to mitch mcconnell delaying the vote. >> well, mitch mcconnell's been around way too long and he's very smart leader, and he doesn't want to commit the cardinal sin of taking an important bill to the floor when he knows he's going to lose the vote. and you know, he probably wouldn't have been even able to get the procedural motion to proceed on this, and he thought that if the pushed this bill very quickly that he might have been able to get it in before the july fourth recess, before members go home to their districts and start hearing more complaints about it. i think that was his initial strategy, but he's not going to walk into the senate chamber and have a vote on this and have it fail, and i think he's heard from his members, lots of them were upset that they had no input. some of them probably upset that republicans are running an ad against senator heller who is threatening that he's going to -- that he's going to vote against this measure, that he might vote against this measure. and so, i think the story here was best put by john boehner,

another poke at mitch mcconnell. elevating the president when many don't trust the president because of what he did on the house side. celebrate the bill and call it mean. >> we have seen rand paul over many years do what is politically crafty in terms of his constituency. it's not a surprise you see any politician act in his own interest. he decided that the interest of the senate majority leader is not necessarily his. rand paul is actually very good historically at seeing where something is about to head and i think that this is part of why he is such a significant indicator. a meeting with the president i'm told by a senate aide was requested by the president. also interesting. the president has been comparatively pretty hands off. think about the first go-round on the ahca, the one that didn't get voted on. the president did not -- excuse me, he was very involved. did a lot of arm-twisting. they found that was not necessarily the best approach to have him so publicly expend so much capital. been a little more be

you heard mitch mcconnell talk about high deductibles. this plan seems clear the deductibles would go up and people have to pay more out of pocket before getting to their benefits. robert: often this bill is talked about a tax cut for the wealthy, a bill to overhaul obamacare but what you're really saying is it's also an overhaul of medicaid, a program that's been around decades. sarah: i don't think it's an underestimation to say it would be the biggest change to medicaid since it were created in 1965, changing the relationship the government has had with medicaid saying no matter what the bills are, we'll kick in a portion and states will kick in the rest. it would be a pretty unprecedented rollback of welfare programs. usually one of the things we see in the united states and abroad is it is very hard to roll back benefits once they're out and it's a key challenge that republicans have dealt with in this debate, is that there are 20 million or so people relying on obamacare and it's very hard to take something away once it's been given
