the virginia state capital is a symbol of, not only virginia, but virginia people who served in public service and virginia principles that have gone on to inform american principles of self-government. you walk into this building every january and you feel the public pulse with the newer legislative wings and the brand-new underground extension that welcomes visitors to the capital. the capitol itself is, on one level, a pretty fine fine arts museum with arts and sculpture. it is also a really convincing civics classroom. we get about 118,000 visitors each year coming to see the capitol building. they are coming to see it for all kinds of reasons. some want to visit a recognized historical attraction. some are coming here for civics education. some are coming here to participate in self-government. all of them, i hope, will gain appreciation for a time tested workplace and for enduring

martinsburgew of west virginia, when it was still virginia. the south was greatly at a disadvantage in terms of number of railroads, rail miles of the 30,000 miles of track in the united states at the beginning of the civil war, one third were in the confederacy. some states had barely a few hundred miles of track. with different gauges, it made intermodal transportation -- instead state transportation a challenge. where we are standing now, on the other side of the john hancock. this is a very small locomotive. situated in the yard with our yard man. the railroad was one of the most efficient industries. it was one of the first two address recycling. nothing was thrown away. everything was recycled. at one time, this locomotive what have been the largest in service. as the decades past, it became too small for the loads to carry. it was relegated to yard work. after they became too small for yard work, the power system would be transferred to run a sawmill or water pump, or everything would be cannibalized and scrapped. another personality yo

a number of his regiments were west virginia troops where the state of west virginia comes into play in 1863. so, when i refer to west virginia, i'm also talking about those virginia counties railroad between baltimore and cumberland and the points west into west virginia. in 1864, there were a large number of regiments sent from ohio. those were the 100 day men. they came in to fill the gap as the union army needed to be recruited. a number of 100 day ohio regiments guarded the b&o railroad. here, we have the pioneer, the pioneer built in 1851 was owned by the cumberland valley railroad. the cumberland valley railroad ran from just west of harrisburg, down to cumberland valley to hagerstown, maryland, through chambersburg. this is, as you can see, a very small locomotive. it pulled only two or three rail cars. the problem was the cumberland valley's rail system, the tracks and the ties, were very poorly constructed and it couldn't handle anything larger. so, rather than rebuild the tracks, they simply bought small locomotives. by the time the war began, they were upgrading their sys

so unlike his contemporaries in virginia, people like patrick henry would think of virginia as his country. but john marshall thinks of the united states as his country. we get this amazing letter. and then we have different artifacts that talk to his time in the military. i want to focus on the one in the bottom corner. these are revolutionary war uniform buttons that were pulled from valley forge. when we think about his experience in the revolution, he was there. he was there with george washington and alexander hamilton. they felt firsthand the sacrifice of war, of fighting for your country. they also spoke about the inadequacies of the government at the time. the government that relied too much on the states to volunteer supplies and fight in the war. so they would emerge from this war feeling they needed a stronger federal government, one that could undertake big tasks. this philosophical view would help in forming -- would help inform most of marshall's views for the rest of his career. we're fast forwarding to when he comes home from the war and is trying to build a career and a li
