waters warm leaving rhode island lobster traps empty. the national oceanic and atmospheric administration reports, and i quote, the lobster industry in new york and southern new england has nearly collapsed. end quote. maine as senator angus king has often pointed out, is temporarily benefiting from the northern movement of lobster, but the lobster will keep moving north into canada as the oceans continue to warm. rhode islanders and other new england fishermen are also looking worriedly at declining shellfish populations. total landings for eastern oysters, northern cohogs, soft shelled clams and northern bay scallops declined 85% between 1980 and 2010. the national oceanic and atmospheric administration's northeast fisheries science center identified warming ocean temperatures as the key driver for that decline. on the other side of that decline, of course, are the livelihoods of all the men and women in that industry. the accumulating heat energy in our seas is also causing them to rise. as water warms, it expands. this thermal expans

we saw this firsthand in rhode island as well. we had to do a lot of state level work to get correct mapping so that our coastal municipalities could have a true assessment of what their risk was. and those homeowners need to know those facts. homeowners now relying on fema maps are being misled. and we have to fix that problem as we fix the nfip problem. more than half of the homes damaged by hurricane harvey were not listed in any flood risk areas. so they didn't have flood insurance. that's another problem. not only is there going to be a big load of new claims because of sea level rise on the national flood insurance program, not only are we going to have to adapt the way that climates can make their claims so they can raise their homes to survive the next storm or clear out because they can't survive the next storm, but we are also going to have to deal with this problem of homes that aren't covered by flood insurance because fema's maps are wrong and their owners are then left stuck without insurance. so for a lot of reasons

in rhode island theys that a serious voter fraud problem. the democratic secretary of state partnered with the senior democratic minority state senator, in the legislature and the speaker of the house, mr. fox, who was also african-american, all three of them passed a voter i.d. bill in rhode island which is overwhelmingly democratic and it was signed by the governor who was not a republican. and that law is working well today. i wish we had that kind of cooperation, not just in rhode island but in other states, but this has become have live politicized. i don't think it should be there. are ways to compromise and maybe we can discuss the freedom card and other things coming up in which, rather than spend money on legal lawsuits we can get people i.d.s, clean up the voter rolls, improve the voting machines and give everybody confidence our elections are free and i fair. >> we're talk about access to voting and "the new york times" sunday review is focusing on is issue. pieces, blocking the ballot box and how to make a voter -- remind voters

attorney, you served as the attorney general for the state of rhode island.o you believe prosecutors need corsi's testimony? >> i don't see that. i think that there's a wide array of things to look at. obviously it would be helpful, but i don't know enough about what his testimony would say to be able to say that he knows anything that is critical or anything for which he's the exclusive source. and i do think there are things that could stand a lot of looking into, particularly this business of the ukraine plank in the republican platform being changed by trump folks including manafort who probably never saw a thing that wasn't quid pro quo for him in his life. so the nature of the change was made, that it benefited the russians and hurt the ukrainians, and manafort had been working with the pro-russia ukrainians, that area just smells to high heaven and the idea that there's nothing there seems very unlikely. so i suspect there will be more activity out of the mueller investigation. >> we anticipate more activity indeed. very, very soon. do you believe that
