kris sanchez is live for us at the warm springs b.a.r.t. station in fremont with what the commuters can expect this morning. kris? >> reporter: hi there, marcus. b.a.r.t. says it commuters should expect a perfectly normal day today as service was normal yesterday, all day sunday and for most of the day on saturday after that big glitch that shut the system down. because b.a.r.t. doesn't know exactly why the system shut down saturday, there is no guarantee that it won't happen again. in case you missed it on saturday, b.a.r.t. suffered a computer network failure, and the entire system was down for hours. thousands of riders were affected, and the agency now launched a forensic evaluation to try to get to the root of the problem. we asked riders this morning how they're feeling about the shutdown and then about their commute. >> i've been riding b.a.r.t. for five years and there's been ups and downs but most of the time it's up and running, so i really don't pay attention to these little minor glitches that happen every now and again. >> i'm j

"today in the bay's" kris sanchez joins us live from downtown san jose with a look at what is happeninggood morning, kris. >> reporter: hi there, laura. construction of skyscrapers like this one here behind me could be up to three stories higher here in the downtown area, up to seven stories, 15 stories higher near diridon station, if you consider that a story is about ten feet. take a look at your screen for some perspective. that's the height that the council will consider this afternoon, and how it would change the skyline. building heights could go up to 35 feet higher downtown. construction could be up to 150 feet higher near diridon station. the city estimates a $4.4 billion increase in construction value, which would eventually lead to $5.5 million a year more in property taxes. it could also mean some changes for air traffic down the road. now the city did ask the ten passenger airlines serving mineta san jose, plus fedex and u.p.s. to weigh in. they expected minimal impact to their operations with the higher skyline limit under consideration. today the faa also weighed in on th

"today in the bay's" kris sanchez joins us live from senate with what this will mean then and of course. kris? >> reporter: hi there. the old saying, it's going to feel worse before it feels better. that will be the case as cal trans adds express lanes to 32 miles of highway 101. let's show you the map of the area we're talking about, these are express lanes planned or 101 both in the northbound direction and the southbound direction between highway 380 and san bruno and 237 in sunnyvale. this is the main artery for commuters in this area, and if you have driven it, even occasionally, you know it is jam packed during rush hour. today is the groundbreaking for those express lanes, and the express lanes will be different from the typical hov lanes in that the express lanes will allow buses and carpools to use those lanes free of charge, while also allowing other drivers to pay a toll to use them. the express lanes will be built within the existing highway, which will save time and money, but will also force a lot of freeway reconfigurations over the three-year construction that will affec

"today in the bay's" kris sanchez is joining us live and kris, i know you went through all of the documentshere. how is this going to impact the bay area? >> this is 21 pages, marcus, and it is pretty dense but in those 21 pages of appropriations, it appears that concord would have the biggest hit if this emergency declaration and border wall funding goes forward. in all, california stands to lose more than $1.1 billion in appropriations in concord and also at the tracy defense distribution depot here in the bay area. also on the list, camp pendleton, travis air force base, lemore air station and naval reserve and the tracy defense distribution, as i mentioned, the tracy distribution depot, the defense there, and the channel islands air national guard. now the department of defense document reiterates that just because the project is on this list does not mean that it will lose its funding. this project list will be the topic of a military readiness hearing in the coming weeks, according to california congressman john garamendes staff, the trump administration needs $3.7 billion to build th

"today in the bay's" kris sanchez joins us from the proposed site with a preview of the discussion and a look at the time line as well. good morning, kris. >> reporter: hi there, laura. this is such a hot topic that all of the seats for tonight's community meeting are already spoken for. that meeting is now at capacity, and as you know, hope village has to relocate by march 30th, and this empty lot could be the new site. right now, the village is on a county property on rough drive but can't remain there because it's not zoned for residential and the faa says it's too close to the airport. right now, the encampment serves 17 homeless people in a secure area with tents, access to bathment radios, showers and meals, and it's also meant to be a transition to more permanent housing. this is the proposed location in willow glen. it is right now an empty lot owned by the san jose water company, and some homeowners say it is just not the right location, too close to homes. the councilmember for this district who also lives here says hope village is really about safety, security and sanitation

. >> kris sanchez joins us live with what's next. >> reporter: five parent also be in court at 1:00 our time on charges that could mean jail time and fines. he's accused of paying to pose his daughter as a water polo recruit and of having her test scores inflated. he was released on the condition that he not speak with other co-defendants. in all, 23 parents will be in court today to face felony charges for allegedly paying to improve s.a.t. scores, have other people take the test for their children and making fake profiles to get their children in as recruits. two high profile parents will not be there today, as they are scheduled to be in court next wednesday. on wednesday of this week, dozens of defendants, including athletic directors, coaches and test proctors face the judge on charges of racketeering and conspiracy. all of them pleaded not guilty and left with no comment. the u.s. department of education is investigating eight universities, including stanford, to find out if they violated any laws and regulations. several students also filed a class action suit against eight unive

kris sanchez joins us live from the proposed site with discussion and the time line, as well. good morning, kris. >> reporter: now that it is finally daylight you can see the proposed location here in willow glen. not much more than an empty lot at this point and why i pulled up this satellite map so that you could see where this location is. you can see that site in the middle and then as we zoom out see how densely residential the area is and the reason they think it's not right location for it. right now, hope village on the county property and not zoned for residential and it is too close to the airport so it is forced to move and the relocation date is march 30th. it serves right now 17 people with homes, tents, meals and, of course, bathroom facilities. the proposed lot is owned by santa clara valley water district. homeowners say the city is not listening to them about why this property is not the right place in their opinion while the council member for the district said she hopes that the community will get on board as the community of hope village will be self contain

"today in the bay" kris sanchez joins us with what this all means. >> hi there, laura and marcus. as you might imagine, aclu is calling this an outrageous violation of the first amendment. this is a story based on investigative work of our sister station down in san diego. they got these leaked document showing a secret database of journalists and activists who in some cases had alerts on their passports barring them from coming and going across the border. some of those journalists told knsd they were subject to intense inspections and scrutiny by border officials. the documents provided by homeland security on the condition of anonymity. a spokesperson for u.s. customs and border protection told nbc news all the people in the database were present when violence broke out that you might remember happened at the border in november. a cpb statement says in part criminal events, such as the breach of the border wall in san diego, are routinely monitored and investigated by authorities. it is protocol following these incidents to collect evidence that mi
