obama administration officials who have been waiting to figure out what is this report going to say. your thoughts? >> reporter: so, in 2015, the fbi opened what's called a counter intelligence investigation and that was the foundation for special counsel robert mueller. the reason a counter intelligence investigation is important is because it's different than a traditional investigation. it's designed to collect information, not really proceed to a criminal prosecution. and the attorney general said today he wants to understand whether there was firm evidence to open that counter intelligence investigation into the trump campaign or whether it was opened for other reasons, like someone's politics or a personal motivation. as you noted, he used the word spying, which caused a lot of people's attention. he had an opportunity in one exchange to back away from that, but he didn't seem to. listen. >> i think the word spying could cause everybody in the cable news eco system to freak out, and i think it's necessary for you to be precise with your language here. >> i'm not sure of all the connotations of that word that you're referring to. unauthorized surveillance. i want to make sure there was no unauthorized surveilla

as i understand it, president obama said we want to reach across the aisle and we will go to the plan that was cooked up at the heritage foundation. now, that fact has been buried. but this was the heritage foundation plan, the affordable care act. it was the model for what governor romney did in massachusetts, right. so the idea was, let's take the republican plan of the individual mandate, which they came to revile and denounce, and put that at the heart of the system. they considered it an expression of individual responsibility. then what happened was it became politicized, and rather than that compromise working, they turned on it, they renamed it obamacare, and voted dozens of times to try to destroy it and not replace it but destroy it and leave nothing there despite the fact that tens of millions more people got health care because of the affordable care act. it was a giant step forward. and yet, we know of what its limitations are. now, is it going to be possible for us to move from the affordable care act with its limitations to a medicare for all system? is that going to be too complicated for us to accomplish? >> i do
