so, earlier today, i spoke with stockton, california, mayor michael tubbs.he youngest mayor in america and a man who has transformed the city of stockton as we know it. we looked at his hbo, document, "stockton on my mind." >> my father has been incarcerated for the 25 of the 27 years i have been alive. some of my best friend that in fact today are either in prison or dead, and that was almost my end. but luckily, and thanks to god, i was able to go to stanford on a full scholarship, i was able to go to the white house and have lunch with oprah winfrey. i don't say that to brag. i say my success has been motivated by a central question how in the world did i make it? >> trevor: mayor tubbs, welcome to the "the daily social distancing show." >> thanks so much for having me. >> really, for those viewers who don't know you and your story, i think, when reading your list of achievements, they'll come to understand why somebody is making a documentary about your life. i just want to read some of these thungz here that are so impressive. you have-- since you have

joining us now is the mayor of stockton, michael tubbs.lso with us, raymond aguilar. he's also featured in the documentary. good to have you guys with us today. mayor tubbs, explain the program in stockton. if i am a stockton resident, what do i get from the program? >> the program is a pilot so it's not yet at scale, so representative sample of stockton residents since last year, have been given $500 a month. what we found is that people are spending the money particularly in times like covid-19 on necessities. on food, on bills, on paying off debt, on helping family members and loved ones. >> what made you decide to consider a ubi program? was there something that sealed the decision for you, mayor? >> before covid-19, we knew that 1 in 2 americans were one $500 emergency away from financial ruin. stockton, like many cities in this country, has a lot of issues, but a lot of those issues stem from poverty. an someone who grew up with a single mother and realized my constituents are incredibly hard working but the economy isn't working for

let's bring in the mayor of stockton, california, michael t tubbs. great to see you.ou have been talking about this, you have a pilot program going on. what have you learned from that pilot program about what works and what doesn't? >> what i learned is that the american people are working very hard, but the economy has not been working for them. and that was even before the covid-19 pandemic. but we see with covid-19, we see with protests in the streets on racism that the american people are demanding that 9 lethe lead rise to the moment. in stockton, we've learned that you can trust people to make decisions with their money. oftentimes women are working, doing care giving, doing domestic labor. and we've learned that this moment is demanding us to have a new deal type of response given the unploiemployment rate, and e entering into a depression and the fact that we're operating with a social safety net that was created in 1935. >> i wonder if you see this and the enthusiasm behind this idea as having more to do with the fact that you now have a broad swathe of peopl

joining us now, mayor michael tubbs of subton, california california, and mayor bill padudo of pittsburgh, i'll start with you. what are you hoping to accomplish? what is your big ask? and if you don't get it, then what? >> looking at the cares package and the heros bill that passed in the house, there was over $350 billion that was being allocated directly towards cities. this would make up for the lost revenue from coronavirus plus the expenses that we had been asked to incur and it would be a bridge over the next couple of years. without it, we'll be faced to having a situation where we're not going to be able to pay the bills. the city of pittsburgh will have of a $100 million deficit that will eat away our rainy day fund by the end of this year and we'll go into next year having to make significant cuts that will cut directly into our uniformed employees, as well, to be able to try to balance the books. >> mayor tubbs, we often hear from mayors, from governors, from local leaders that we need the help of the federal government in this time of coronavirus crisis. as a practical questi
