the endless frontier act as reported by the commerce committee is a part of this legislative effort. other committees have been important partners in this legislation. in particular i congratulate chairman menendez and ranking member risch of the foreign relations committee for producing the strategic competition act. which was reported out of their committee on a 21-1 vote. i also commend homeland security and government affairs chairman peters and ranking member portman, committee chairman brown and ranking member toomey, the health, education, labor and pension, and judiciary chair durbin and grassley for their contributions to the substitute product. i will focus my remarks on the commerce committee's contributions to the endless frontier act. last week the commerce committee held a markup to consider this legislation. we considered hundreds of amendments and adopted over 100 of them into the reported bill, including over 20 bipartisan separately introduced bills, a markup -- the markup at times was challenging, but in the end the bill passed the committee on a bipartisan 24-4 vot

this bill addresses an alarming problem that was identified in the energy and commerce committee's 2018 bipartisan investigation into the distribution of prescription opioids by wholesale drug distributors. the committee found when millions of prescription opioids were dumped into communities large and small across the country, the distributors flagged the orders for the d.e.a. but shipped the orders anyway. even after notifying the authorities that the orders were suspicious. this bill places additional obligations on drug manufacturers and distributors who discover a controlled substance cissuspicious order. in -- suspicious order. this bill requires the manufacturer or distributor to exercise due diligence, decline to fill the order, and provide information to the d.e.a. on the indicators on the belief that fulfilling the order would violate the controlled substances act. all stakeholders have a role to play. and it's critical our pharmaceutical manufacturers and distributors step up in stopping pill dumping. i urge a yes vote, and i reserve the balance of my time. the speaker pro te

it came out of the commerce committee along congress bipartisan. that was part of what the president initially asked us to look at as infrastructure. we don't consider that physical infrastructure, but we do think it's part of the package that the president should be able to distinguish as part of his infrastructure. so what we are looking at today is a $928 billion package over eight years. it sticks to the core infrastructure features we talked to initially. it's a serious effort to try to reach a bipartisan agreement. the president said to me and us in february that he was really agnostic as to whether we passed a bunch of small bills or one large bill. and we heard him say inaction is not an option for him. we now passed two of the smaller and actually surface transportation hasn't gone out of the full senate yet. but it is a major anchor to this piece of legislation. so i think that shows there's a real hunger for bipartisanship in the united states senate. there's a real ability to achieve that, and we're hoping that this moves the ball forwa
