i now recognize representative darrell issa of california for five minutes. mr. issa: thank you, mr. chairman. ambassador, as we speak, unifel is dealing in probably its fifth year in discovering there are active tunnels leading from hezbollah areas in the south of lebanon into the -- and over the border of israel. these tunnels have been used historically. in 2006 it became a mandate they be inspected and of course eliminated. there have been no inspections since 2018. what will you be doing to ensure that the united nations asserts its authority that was granted in 2006 at the end of the last conflict? ms. thomas-greenfield: we work very closely with the u.n. to ensure we hold them accountable for their mandate responsibilities and on unifel, we have been working with the u.n. to encourage them to, again, be very diligent and work to find where these tunnels are and to deal with them. i will, again, raise that with the u.n. as we move forward on this, but we do know that unifel does provide a level of security inside of lebanon that we think is important. mr. i

congressman darrel issa joins us from california, very familiar with this issue.there. i just wonder, congressman, where this goes. i mean, obviously we've not heard from the biden administration on whether this could be done on federal lands or how they will respond, which might be telling, but can they act in this way? >> oh, absolutely, neil. this is one of those constitutional well- written portions that says that the federal government shall protect against invasion, and the self-help capability that governor abbott is trigger ing is clear that there is an invasion. there is a failure to control the border. that parts undeniable, and he is , as a result, mobilizing himself and as many as 12 other state organizations, governors, who are providing troops to allow him to protect the border, because once you cross over the border, the drugs and all of the other crime can continue to every other state in the union, and many of the states recognize that the rise in opioids and other side effects if you will of uncontrolled border are affecting their states everyday
