senior political reporter jonathan allen and with us from capitol hill, punch bowl news founder jake sherman, our team caught up with bernie sanders and asked him how these spending talks are going and his response is, every sensible revenue option seems to be destroyed. senator manchin's opposition to the billionaire tax didn't seem very specific. is this a red line for him, and if it is, is there any other way for the democrats to find the revenue? >> it's not just manchin who is skeptical of the billionaire tax. it's mark warner, who i spoke to earlier, who suggested that it would be an implicit endorsement of the trump era tax cuts if democrats didn't raise tax rates, which is a very fair thing to say. he's running into the wall of kyrsten sinema who has suggested there will be no tax increases on anybody, no tax rate increases on anybody, as part of this plan. you're right, there are fewer and fewer revenue options here. i've talked to people at the white house and on capitol hill who have both said the billionaire tax is all but dead. they have to be very sensitive because of manchin.

joining me is punch bowl news founder jake sherman and msnbc contributor. jay, good seeing you. you where i in punch bowl, will a dumb crisis end with a lame deal? is that what's happening here? >> it is what's happening. great to be with you jose. i think a few things. the nation should never default on the debt, a debt ceiling priceis without a purpose in essence, mitch mcconnell was not asking for anything. he had no request to relent on his debt ceiling demands on his demands, they don't raise the debt ceiling. he gave in and is raising the debt ceiling now until december. what's happening in december, we're going to be in the same predicament with the same demands, the same dynamics so again we're getting right back into this pit of despair over this issue which should not be an issue. i think there's a growing movement so to speak to get rid of the debt limit for good and we'll see if that happens. >> why would mcconnell offer this deal now, when just 24, 48 hours ago he was saying no way. >> it's a good question. he basically decided he needed a way out i think and he wan

you have senator durbin who told friend of this show jake sherman who works for punchbowl news, "we'll see," to mcconnell's offer, so to leigh ann's point, really noncommittal reactions from democrats here. >> as far as what the white house is looking for here, their last ask of republicans was to get out of the way, to let the senate vote on a bill to raise the debt ceiling, let democrats go alone. you don't have to get a bunch of republicans on board, just let it go through, don't filibuster it. so we don't breach the debt ceiling, so the government is still able to pay its bills in less than two weeks. that was their ask. as far as the tactics we have seen from the white house, they are not in any sort of negotiating stage. they are not trying to broker some sort of deal behind the scenes with mcconnell and schumer because they say they don't want the debt ceiling to become a negotiating chip. they don't want it to become a political football every few years where we get into a cycle like this or we see a situation like 2011 where the obama administration gave some on domestic spend
