[applause] for years, congestion, traffic accidents and delays have become a serious issue for conditions on i-70. not only are we concerned for the motor safety, these inefficiencies are costly to a state's economy. and we must invest to improve i-70. for those who say we cannot afford

my daughter is a public school teacher at a rural school. you can imagine that this might not be one of those times where it's a very fun to have your mother be the governor of iowa talking about school choice. but i truly believe it elevates education overall. she is a great teacher. i am very proud of her. i had lawmakers in my own party, rural lawmakers, and i couldn't get them on board. i offered to go to their districts and talk to school superintendents and walk through some of the reality of what it meant to try to answer some of the misconceptions that were out there. i sat down with a lot of superintendents and principals and said i am not here to convince you. i know you are going to be convinced. i believe it's the right thing to do and here's why. what are we doing that impacts your ability to be competitive in these rural school districts? what i heard over and over is that there are too many restrictions, too many, you know, everything was a shout, shall, shall, like everything in government. i want to talk about realignments.

that get bused into our school. so on one end, it's providing access to resources and a stellar education for these students. but it also creates a lot of harm for these students when they're being bussed into a space and people are just kind of acknowledging them as others. or you're here taking our money or you're not. you know, all of all of the things that these students experience. so we do a lot of things we do some systemic. we get information systemically. so we do some equity audits. we do with our athletic program. we ask students to talk about what are their experience is in sports and what we learned is students of color. we're feeling coaches were confusing them with other black and brown students are because they get bussed in we didn't have an elite bus so if you had practice you'd be stuck in a community that's not so that's some of the systemic stuff. and then so we were giving to students and actually understanding what, do we need to address the other pieces? we really take into consideration stud
