let's bring in nbc's stephanie magallon alongside highway 17 in the south bay. reporter: raj, this is a neighborhood off summit road, and the homes here, they're surrounded by blankets of snow. i'm not sure we can widen out the shot. actually we have a neighbor coming out right here. so, you know, these communities, they have been without power for several hours. some of these people are relying on generators, or they have some sort of other device just to stay warm. they're also dealing with fallen trees. i just came from a house that still had this massive branch on top. some tell me they're just afraid of what can happen tonight with the next round of rain that we're going to see. and so tonight we're going to hear from those families. we're also going to hear a warning coming from caltrans for those drivers pulling off on highway 17 to play in the snow and what we can expect for tonight's commute. live in the santa cruz mountains, i'm stephanie magallon, nbc bay area news. >> stephanie, while we have you here, in terms of the people

nbc bay area stephanie magallon joins us now. >> reporter: this is a complete nightmare we are livingat's how the deputy interim chief with the michigan dayton university department of public safety described the situation moments ago. he said there was an overwhelming law enforcement response when the call came in and within minutes officers were inside the building looking for the suspect. investigators say at around 8:30 p.m. michigan time the suspect who they have not identified yet and had no affiliation with msu opened fire at berkeley hall. he then walked over to an adjacent building, -- union, a popular gathering spot and fired his gun there. victims were founded both locations. three killed and five wounded in critical condition. meanwhile officers work quickly to evacuate students. they say it was chaos as they tried to get to safety. >> i heard people they are shooting and that's when i cried. i'm terrified. i'm very skeptical of anyone who walks by me. i still have belongings in that building ones that i need and friends. >> and i was turning around screaming her name. it
