steve is the director of the atf. he has been a great friend to the conference of mayors into many of us as mayors to visually. since he was confirmed two years ago he has worked hard to use every tool at authority available to him to reduce the scourge of gun violence and to partner with us to make our cities safer. we have seen heads efforts pay off -- seen his efforts pay off with a reduction in homicides and other filing crimes in our cities nationwide. i window and i will pause for a moment. i was elected mayor in 2019, many of us with her 202021 together. this change is nothing short of exceptional for our communities things to your efforts. we are saving lives in our country and we thank you tremendously for that. he has had a long career with the justice department serving as the united states attorney for the northern industry of ohio, go cleveland, from 2009 to 2016 and as a career federal prosecutor. also youngstown. >> you always can mess up. as a career federal prosecutor and as of the rights division and

atf is handcuffed by law. the firearms protection act of 1986 prohibits the agency from creating a registry of guns or an electronic database. one reason? concern that the government would track gun owners. so for now it's paper and boxes. >> i think a lot of people believe that there's just one centralized system and it's all digital and you can figure out who the purchaser is immediately and that is far from the case. >> reporter: like many law enforcement agencies nationwide, minneapolis police rely on results from the tracing center to help solve gun crimes. what information do you get back? >> i can get back anything from name, address, date of birth, everything involved with the purchaser. >> reporter: the longer the turnaround time, the harder to solve crimes. >> there's times where it will be months later and who knows what that information could have provided for the investigators or the victim or anyone in the community, anyone involved in the case. >> reporter: routine traces make up most of the req

so we've got jim cavanaugh with his atf background.in america seem to have this myth that there's a master database at atf headquarters. it will tell you who bought it and when. it is not necessarily the case. there's work going on at aftf headquarters. was it given to someone in a resale? all of that going on now. >> was it potentially bought at a gun show, and it wasn't properly registered, all of those kinds of things? >> indeed, and what are georgia laws about background checks and all of that, and gifting a gun, and third-party sales, and straw buyers. here we go again with that discussion of course, and you'll see the georgia legislature try to propose some bills that might plug some holes here. the other thing that strikes me is, look, we've got a new report, four dead, nine injured. let's assume just for the sake of argument that those nine injured were also shot, and we don't know that. they could have been injured in a trampling or crushing or fragments of bullets. let's assume we've got 13 people shot, that's a lot of shooti

also joining us, jim cavanaugh, retired atf special agent in charge, former hostage negotiator for atf and an msnbc contributor. so ken, what else are we learning from this report? >> you know, jose, it's important to say the secret service director has already acknowledged some of these failures and he has said that agents will face disciplinary action. but this report paints a much more disturbing picture than he was willing to do the other day. it says that agents and officials who were interviewed pointed fingers, couldn't say who was in charge of advance planning, and didn't acknowledge how badly they mishandled this. big picture of the report says the secret service didn't communicate to local law enforcement that they needed to secure that roof that the sniper used to fire and that the secret service knew it was unsecured when trump took the stage. and then because of a series of astonishing communication failures the secret service agents protecting trump did not learn key information about the threat as local police were discovering it. the report says the secret service leade

he says resources are at the ready for the fbi, for the atf to be on scene. we should say we also saw immediately to the left of the attorney general fbi director chris wray is there in that meeting as well. we're going to continue to follow that breaking news in georgia, and we will go back to it. but a couple of other important things that he talked about. this is what lisa monaco is addressing right now. the folks who are in the room are part of the election threats task force. you heard the attorney general talking about threats to election workers across the country. constituting a threat to democracy. and as the number of threats have increased, so have the number of prosecutions. and then the broader issue of what is happening to try to influence the election by many foreign actors, but specifically russia in this case, and if it wasn't set in 2024, and it didn't involve technology, it almost sounds like a cold war russian spy novel, but you heard him talking about things like disinformation and propaganda, and fictitious investors and fake news sites.

>> well, that's something the atf is going to determine and figure out how that weapon got into his hands, whether it was purchased through a straw grier excuse me, a straw buyer or purchased legally is going to look at depending on which state he was able to acquire the weapon. along with the scope, every single piece where did he get the ammunition? where did he train? did he practice of this weapon? so a lot of these things is it needs to be determined and atf working with the fbi, getting that information. fortunately, i'm sure they have the serial number already. i'm sure they already have where it was purchased, where it was sold, and getting this information, the fact i think he has the 2002 arrests for having a barricaded situation and having that firearm back then, it is alarming that needs to be looked at as as to how he was able to get a new firearm so many years later. but the anticipation of the event, he prepared for this and that's what we're all going to look at now. and there's it's going to have to be answers. but when the most important things is not going to be quick,
