joining me here, msnbc legal correspondent lisa rubin. , give us a little bit of background on today's ruling and what it really means. >> so. >> chris. >> the states that had already sued about the omb freeze, that was the memo through which the administration sought to freeze federal funding pursuant to a number of executive orders, but perhaps even more broadly, went back to a judge in rhode island who had already issued a temporary restraining order and said, essentially, we're seeing signs that your temporary restraining order isn't being complied with. here are a number of funding streams that we would expect to be continuing that aren't, in fact, continuing. and many of them were funding streams under two big pieces of legislation the biden administration, the infrastructure act and also the inflation reduction act. they also pointed to other funds, like, for example, a grant that brown university gets from the nih that stopped midstream last week. and so the judge is essentially saying today, no means no. when i told you that your

washington post foreign investigative correspondent greg miller, and msnbc legal correspondent lisa rubin. so, aaron, the white house is confident all of this is proper, legal and necessary. there have been a number of lawsuits and protests over the trump administration's actions. has any of this had an impact on the white house? >> well, jose, i think the short answer is no, not really. we've seen more than two dozen lawsuits after some 50 plus executive orders, actions and memos have been signed by president trump. and in every instance, we've seen the white house push back to say, as you noted, what caroline leavitt said in the statement, you showed earlier that they believe what they're doing is proper. they believe what they're doing is legal. we saw a statement from a white house spokesperson that said, this is really about accountability and efficiency and trying to be good stewards of taxpayer dollars. and so when you look at some of the cases that we've seen pop up in court, for example, birthright citizenship, that's something that organizations have been pushing back against an

msnbc legal correspondent lisa rubin joins me now. he faced up to 15 years if convicted.hat we know about this deal. >> chris. >> part of what we know about this deal is that both. sides seem to have believed that a trial would not have been in their best interest. steve bannon's defense lawyer, arthur aidala. talking to the press after the plea deal. basically saying that he and others had concluded that steve bannon surely would have been convicted in manhattan of these charges in pleading guilty today. steve bannon is obviously forgoing a 2 to 3 week trial. you might be asking yourself, what are the advantages here to the manhattan district attorney's office, which was prepared to try this case? well, one of the problems potentially for them is who their witnesses would have been and what the evidence would have come from. this is an investigation that initially started with the department of justice and the southern district of new york. these were charges that were brought against steve bannon during the first trump presidency. president trump then pardoned steve ban
