kellye: new developments from anne arundel county, the police have arrested a woman for allegedly banding -- abandoning her baby girl on the side of the road. they charged her with child neglect and recklessness endangerment. she called 911 this morning saying she was the mother of a girl found along the road in pasadena. the child was supposed to be with the father, she said. detectives determined that mcclary was the one who left the girl and drove off. >> it look like a child seat. we were wondering if it was a child in the seat or a seat in the street. as we got close to it, there was a child. the child was not crying, but the child was in the seat. kellye: the little girl is in good condition and in the custody of protective services. today, an emotional end to the world police and fire celebratory event, turning into a memorial for officers lost. anne arundel public works officials took these pictures this morning, a water main broke in a wooded area. crews didn't find the busted pipe until 5 a.m. near loss creek and bayou bend boulevard. free water available in jessup near the water storage tank but officials say laurel park is closed today. they are hoping to reopen tomorrow, but will water be restored to homes by the fourth of july? we will have those answers coming up at 5:00. >> this is chris gordon at the alexandria police department, where detectives are investigating the city's first homicide of the year. the victim's family says he was hanging out with his cousins here on north fayette street when he was shot. 22-year-old shishen elliott tibs of wood bridge, virginia, was transported to an area hospital where he later died. his mother said she had a special relationship with her son. >> he was my best friend. he really was. sandra mcclary made her first court appearance in anne arundel county via video. she said that her daughter got into a fight with the baby's and she left the girl in the car seat along the road in pasadena. mcclary is charged with reckless endangerment and child neglect. the child is ok, and custody with social services. 7 on your side with a spreading problem that has some senior citizen struggling to get around. sections of sidewalk have suddenly become barriers. this is happening along 28th street southeast and pennsylvania avenue. that is where stephen tschida joins us with a look at this growing problem. stephen: leon come in this neighborhood, a lot of senior citizens, several people in wheelchairs, dealing with stretches of sidewalk they have to climb over to keep going. >> ooh! oh. that is not good. that's dangerous. stephen: the sidewalk has become so treacherous, it frightens iris. >> i'm already in the wheelchair. it's bad enough i have to deal with bad sidewalks. stephen: for years, they say it has bench rookie walking here. the problem is the trees. t
